Job Purpose:

To support the Commercial Team Specialists and Commercial Officers within Construction Commercial to award contracts for projects via the PDBA, IDV and EPC Call off routes.

Successful Candidates will be working with the Commercial Officers, Development Engineers and Project Engineers to ensure QS (Cost Assurance) input to the tender documents. They will cover a wide range of projects across substations, overheadlines and cables. They will also be the key resources in assessment of the activity schedule, schedule of cost components against the EHub estimate.

They will be responsible for managing the pre-contract cost assurance process to demonstrate value for money by ensuring that appropriate and robust challenge and review has been applied to project costs through benchmarking and cost assurance activities. They will also support the Project Engineer in the review of the programme.

The client are looking for individuals who want to be part of Capital Delivery - Construction Commercial, to be part of the team delivering value for money and managing the pre-contract interfaces across all projects. Do you have a commercial/contract management, Project Management QS background and wish to develop your skills in the commercial environment.

Experience Required:

- Experience of NEC3 form of contract, preferably options A or C
- Experience in contract management in a Construction environment
- Commercial acumen and supply chain management skills
- Experience of engineering or utility projects
- Ability to use and develop spreadsheets, cost analysis and programme evaluation
- Ability to analyse and evaluate compensation events and variations
- Ability to prepare reports and collate information
- Ability to produce work to a high standard in tight timescales
- High personal standards of commitment and integrity
- Knowledge of electricity transmission would be advantageous ie substations, OHL or cables
- Ability to work collaboratively
- Strong communication, negotiation and influencing skills.
- Establish positive working relationships with key internal and external stakeholders

Qualifications Required:

Ideally educated to Degree level and/or possess a relevant professional qualification (RCIS, CIOB or equivalent).

Have some post qualification experience in Cost Assurance/QS role.

Technical/Role Specific Competencies:

- Collation of data for each scheme throughout the investment process to enable robust review and challenge of Target and Actual costs submitted by delivery vehicles.
- Regularly attend construction sites to review and monitor progress in order to verify costs, compensation events and identify early warnings.
- Provide cost assurance analysis reports for schemes against RIIO unit and non unit cost parameters, demonstrating delivery of or out performance against the appropriate affordability ranges.
- Maintain accurate data records
- Attend if appropriate review meetings with the Contracts team
- If required ensure contract compliance, through effective contract management activities, support the Construction Delivery teams in producing all necessary contract instructions.
- Support management to ensure commercial and financial processes and procedures are adhered to.
- Provide support, guidance and advice to the Construction Delivery teams where required.

Key Tasks:

Supporting the pre-contract activities on substation, overhead lines and cables projects, focusing on the cost areas, such as activity schedules, schedule of cost component from developing the tender documents and assessment of tenders.

Additional Information:

The contracts will be let on a 6 month rolling contract, with a 1 month notice period.

The roles are required to varying levels of skill and competence, and should be advertised at appropriate market rates. We would require this rate to allow for a five day working week, nominally 37 hour week but flexibility required. The individuals will be based at Castle Donington but will be required to travel to Warwick and Birmingham plus other project office/site locations.

All individuals will be required to be Background checked and will be required to adhere to the Capital Delivery Drugs & Alcohol testing policy and procedure. A clear test must be provided before they can commence work on site
