Purchasing Officer

* PURCHASING OFFICER - EDINBURGH - 6 WEEKS.*

Our EDINBURGH based client currently requires an experienced PURCHASING OFFICER for an INITIAL 6 WEEK CONTRACT.

The successful candidate will be required to:

- To implement and update purchasing policy and procedures ensuring activities comply with legislation and procurement best practice
- To provide an advisory service to all Departments on purchasing and associated matters.
- To educate and train key staff on policy and procedural issues.
- To coordinate purchasing activities and ensure that value for money is achieved.
- To control and manage stocks held internally and externally
- To manage and develop purchasing staff, ensuring that the department operates efficiently and effectively. Also provide mentor role for purchasing training undertaken by staff.

QUALIFICATIONS, KNOWLEDGE AND EXPERIENCE

- Studying towards or holding qualification awarded by the Chartered Institute of Purchasing and Supply
- Good working knowledge of using Oracle for Procurement. Good working knowledge of Microsoft Office, in particular Excel, including how to manipulate and report using large amounts of data. Experience of submitting data to external websites and specifying system reports.
- Scottish Public sector Purchasing experience within a multi-disciplined environment, including knowledge of CGCope, collaborative procurement and Spikes Cavell.
- Good working knowledge of current issues and developments in the arena of Scottish Procurement and EC Procurement Directives.
- Proven supervisory experience preferable
- Understanding of "E"-Purchasing initiatives.
