Property Factoring Team Leader - 3 months - Kilmarnock

A contract opportunity for an experienced Property Factoring Team Leader has come up with a major public sector client based in Kilmarnock.

Looking for the successful candidate to contribute to the development and co-ordinate the delivery of the organisations Property Factoring services for homeowners within mixed tenure properties.
This is to assist with the promotion, delivery and integration of a number of key objectives, specifically in relation to the Community Plan, Shared Commitments, Single Outcome Agreement and Best Value.

REQUIREMENTS:
ESSENTIAL
PROFESSIONAL/EDUCATIONAL QUALIFICATIONS
*SVQ Level 4 or equivalent in relevant discipline or equivalent demonstrable experience.

RELEVANT EXPERIENCE
*Dealt with a range of property maintenance related matters.
*Supervised employees and workloads.
*Contributed to the development and planning of services.
*Worked with a diverse range of stakeholders to deliver agreed outcomes.
*Developed and monitored management information systems.
*Collated, analysed, and reported statistical information.
*Reported on performance management.
*Co-ordinated/managed resources.
*Processed financial documents and monitored budgets.
*Used Microsoft Office or similar packages.

SPECIAL KNOWLEDGE/SKILLS
*Knowledge of the Property Factors (Scotland) Act 2011.
*Knowledge of Performance Culture within Scottish Housing.
*Good interpersonal and effective communication skills with ability to communicate and advise at all levels in the organisation and externally.
*Good analytical, problem solving and decision making skills.
*Project management skills.
*Excellent organisational skills.
*Able to contribute to achieve effective delivery.
*Good ICT skills and knowledge of Microsoft Office or similar software packages.

DESIRABLE
PROFESSIONAL/EDUCATIONAL QUALIFICATIONS
*Post graduate Diploma/Degree in a Housing or Construction related subject.
*IOSH Managing Safely.

RELEVANT EXPERIENCE
*Worked in a large complex customer focused organisation.
*Provided factoring services in a property maintenance environment, specifically communal repairs.
*Worked in a politically sensitive environment.
*Managed and developed employees.
*Managed and monitored budgets including budgetary control.
*Evaluated management information systems.
*Project management.

SPECIAL KNOWLEDGE/SKILLS
*Understanding of building industry regulations related to property factoring.
*Knowledge of health & safety legislation relevant to property factoring.
*Good understanding of Title Deeds, Deeds of Condition and the Tenements (Scotland) Act 2004.
*Awareness of CDM Regulations and practises.
