Project Manager (Security Cleared)

Security Cleared PM required by a leading Defence client in Portsmouth, to act as the main point of responsibility and accountability for achieving the successful delivery of land based projects to time, cost, and quality within the management of accepted risk.

MAIN DUTIES/RESPONSIBILITIES

To interpret and deliver the required output through a common understanding of the customer need and desired outcome; to act as the prime point of contact for the customer and Dstl in matters pertaining to the project.

1. To ensure that the planned benefit or output, in terms of time, cost and quality, is delivered with the minimum acceptable risk to Dstl.

2. To lead delivery of the project (from bidding, throughout execution, to closure) through planning, integration and implementation of an agreed set of objectives and aims; to apply the Management System as required.

3. To manage/mitigate the identified project risks (encompassing Technical, Financial, Commercial, Health and Safety, Environmental, Security aspects) to Dstl.

4. To ensure the appropriate capabilities (manpower and facilities) are employed in the execution of the project; to be responsible for agreeing and leading on project change to meet the agreed output and internal project requirements, including tasking and aligning the project team including suppliers etc.

5. To utilise appropriate tools and techniques to plan, monitor and report progress, deliver output, and effect payment for work done.

SKILLS/EXPERIENCE REQUIRED

Essential: In addition to the skills which are inherent in educational qualifications and technical/project management background, the requirement is for a PM who is a good communicator, both orally and in writing. The PM will be required to use his/her interpersonal skills to liaise with Dstl colleagues to ensure comprehensive understanding of detailed and complex technical issues and translate these into solutions to meet Dstl and MOD requirements. The PM should have a proven track record of leading project teams and delivering successfully to customers. Further to this he/she must be able to communicate these technical outputs to senior Dstl and MOD staff that may not have the detailed technical knowledge of the area. Standard IT skills are essential. Desirable: Good knowledge of the armed forces.

FORMAL QUALIFICATIONS REQUIRED

Essential: At least 5 years proven Project Management track record within a technical/analytical environment Desirable: Membership of appropriate professional bodies such as Association of Project Management. Proven PM experience in a Science & Technology environment.

Background in Defence, Naval, aviation.

Ability to identify and manage risk.
