FULL-TIME CONTRACT

CLIENT\'S REQUIREMENTS

SCOPE OF SERVICES AND DELIVERABLES - - Responsible for the integrated plan, execution and control of project/program management activities including, leading related integrated planning activities at various stages of the program/project.
- Responsible for delivery of the program, which includes multiple streams of project management activity and working with the project's senior project managers, and client managers, to ensure the overall plan is executed and issues/risks properly managed.
- Support the Payroll and Benefits Services Division Manager, Programme Office in ensuring that the solution is delivered on time, within budget, and with the quality required.
- Responsible for internal project reporting and providing input to the PMO/PCO for external governance reports and project metrics, key performance indicators and outcomes.
- Accountable for day-to-day planning and execution of the project, ensuring the successful completion of all phases of the project from business requirements through implementation.
- Manage project scope, time, effort, resources and schedule associated with accepted project deliverables.
- Develop program/project deliverables list and obtain sign-off on program/project deliverables, ensuring adherence to the project deliverables approval framework
- Develop, manage and maintain project plan including designated checkpoints and gates
- Develop, manage, maintain and monitor MS Project schedule including critical path
- Prepare management reporting related to status and project critical path and provide to Regional Manager on defined program schedule.
- Work with Project Managers and Project Coordinator to develop an integrated project plan, including dependencies between activities, mitigate risks associated with the critical path activities, and identify/resolve issues and manage the issue escalation to senior management.
- Regular weekly review of plans and status reports to track program/project activities/milestones against schedule and immediate communication to senior management of major issues and risks.
- Work with team leads of work streams to align resources and immediately communicate to senior management when resources are insufficient for completion of the project on schedule, on budget, or according to specification.
- Participate in the development of project control frameworks, including plan development, schedule control, status reporting and working with the Payroll and Benefits Services Division Manager Programme Office and other PMs as a team developing and implementing project management discipline and processes.
- Apply OPS and industry-standard program/project management disciplines to the program/project and deliver according to approved project scope/charter.
- Meet key program/project and business success criteria.
- Manage program/project change control and escalation to senior management.
- Establish and manage project governance processes consistent with SSSMP governance model.
- Provide project management planning expertise to business and IT teams.
- Manage, oversee, and adhere to the project/program change control and escalation processes and protocols.
- Provide clear direction, leadership, and support to project team members.
- Act as the central point of communication for program execution for PMO and senior management.
- Liaise with the appropriate teams in order to accomplish work tasks.
- Develop contingency plans for identified risks.
- Clearly communicate individuals/teams responsibilities.
- Highlight areas of slippage while identifying/initiating corrective action.
- Ensure appropriate communication between the members of the project team and other project stakeholders including, where appropriate, the end users.
- Manage the various, and at times conflicting, expectations and needs of the project stakeholders.
- Resolve conflicts within the project between resources, schedules, etc., and lead the resolution of arising problems.

The Vendor's Personnel will also be required to:

- Complete work and achieve milestones within the assigned deadlines;
- Notify the Cluster/Ministry project Manager in writing of any issues or other material concerns related to the assignment deliverables, as soon as the he/she becomes aware of them;
- Submit deliverables for the Cluster/Ministry approval as they are completed;
- Comply with the Ontario Government and the Cluster/Ministry security procedures and practices;
- Comply with the Ontario Government and the Cluster/Ministry architecture/technology standards and best practices;
- Comply with the Ontario Government and the Cluster/Ministry Conflict of Interest and Confidentiality Guidelines
- Provide knowledge and skill transfer to a designated Cluster/Ministry staff; and
- Comply with the Ontario Government I&IT Directive, Operational Policy on the I&IT Project Gateway Process, and other applicable Guidelines, Standards and Procedures.

SKILLS SET REQUIREMENTS

- Senior project/program management experience in large PeopleSoft 9.0 or higher HR/Pay implementations/upgrades.
- Strong experience working with senior management to provide strategic advice and expertise related to project execution, issues and risk management
- Strong experience with structured project management methodologies and tools for the design, development, implementation and maintenance of applications
- Excellent analytical, problem-solving, decision making skills
- Excellent verbal and written communication, interpersonal and negotiation skills
- Excellent leadership skills and political acuity to manage complex strategic relationships
- Experience working with and leading other senior project managers, including managing an overall integrated plan and critical path for a large complex transformation initiative.
