Project Manager, French Speaking - CSD/ESES Regulation Implementation

BACKGROUND:

Brussels based international bank, seeking a Project Manager to join the bank's Legal/Regulatory Compliance team to manage/oversee the successful planning, implementation and tracking of requirements of the EU CSD Regulation in ESES (Centralised Securities Depository regulation in Euroclear Settlement of Euronext-zone Securities). The project will entail a number of IT, (banking) operations, and risk/control/governance/financial work streams some of which will be delivered at Group level

ESSENTIAL TASKS:

PLAN THE PROJECT:

- Define the scope of the project in collaboration mainly with the ESES Sponsor and stakeholders including Operations, Product, Network, Legal, Compliance and Technology.
- Identify and agree the critical success factors upon which the project will be evaluated.
- Identify and manage dependencies on other projects within the Group CSDR Programme and other ESES projects including the T2S (Target2 Securities) migration programme.
- Create a detailed work plan which identifies and sequences the activities needed to successfully complete the project.
- Propose the resources (financial, human etc) required to complete the project.
- Develop a schedule for project completion that effectively allocates the resources to the activities.
- Review and maintain the project schedule with business owners and all other stakeholders that will be affected by the project activities; revise the schedule as approved by the CSDR Working Group and subject to Change Management governance.

STAFF THE PROJECT

- Assist the appropriate line managers in selecting resources with appropriate skills for the project activities.

IMPLEMENT THE PROJECT

- Execute the project according to the project plan;
- Develop forms and records to document project activities in cooperation with the Group CSDR implementation team;
- Set up files to ensure that all project information is appropriately documented and secured. A key deliverable of the wider programme will be the submission of regulatory filings to receive new CSD licenses;
- Monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project;
- Establish a communication schedule to update stakeholders including relevant Steering Committees, working groups and external stakeholders on the progress of the project.

Control the project

- Write regular status reports on the project for management and sponsors.
- Monitor and approve all budgeted project expenditures;
- Monitor cost projections and report variances to senior management on a regular basis;
- Manage all project funds according to established accounting policies and procedures.

Evaluate the project

- Ensure that the project deliverables are on time, within budget and at the required level of quality;
- Evaluate the outcomes of the project as established during the planning phase.

SKILLS/EXPERIENCE:

- Minimum 5 years project planning and/or management experience.
- Knowledge of project management. eg. PRINCE2, ideally in the financial sector.
- At least some knowledge of banking regulations.

LANGUAGE: French plus either some English or some Dutch.
