This role is for Senior Project Manager to work on an interim basis initially 3 months in the the transformation team is responsible for ensuring the successful delivery of the council's and Wiltshire Police's transformation programme in order that the council and the police deliver their corporate objectives.
The role of the programme office is to manage relationships with the council's business departments and partners to support the analysis, development and delivery of all projects and programmes across the council and its partner organisations.
The team has overall responsibility to ensure a single co-ordinated programme of change is achieved for all services (internaloperational management of properties or sites, establishing an in-depth understanding of the business aims and utilising experience to facilitate development of projects or advise on alternative processes, challenging accepted practice where necessary, to achieve them.

*Builds business cases for corporate and departmental projects producing high quality documentation that will provide clear sets of Capital Build project deliverables in terms of both content, value for money, savings, benefits, improvements and technical assessments including reports, presentations and reasoned arguments

*Uses Project Management skills and experience to ensure the application of robust options appraisals at all stages of projects, backed up by whole-life costing techniques to inform decision making.

*Provides effective leadership and project management in driving projects forward ensuring project teams are motivated and projects are delivered on time and budget to defined quality standards.

*Responsible for the sign off of business cases by clients and business partners prior to presentation for approval by the Transformation Programme or CCAC.

*Works closely with the Property Services Energy Team; Property Services Maintenance Team and the ECO Team to develop and deliver technically and sustainably innovative project/programme solutions across Wiltshire Council's corporate of schools estate.

*Keeps up-to-date with developments in the field to ensure continuing professional development for the post-holder and appraises and implements new innovations in the Council's approach to major project delivery.

*Is responsible for ensuring that all information sources for which the job holder has responsibility are maintained in accordance with the Capital Projects Manual; and in particular sufficient time is spent to ensure information is kept accurate and up-to-date, to facilitate timely and accurate reporting (programme, cost, quality and risk) and to satisfy audit requirements. Is responsible for ensuring redundant information is archived, deleted or physically destroyed in accordance with the corporate Records Retention Policy

*Manages and contributes relevant project data to enable internal performance measurement and benchmarking and externally to BCIS (Building Cost Information Service) for use in establishing business case information for future project proposals, in order to formulate early CBA (Cost Benefit Analysis) before entering into a formal feasibility study or Options Appraisal.

This role requires:

*Educated to degree level or equivalent
*RICS or CIOB chartered status
*Prince 2 Practitioner desirable
*Experience of Local Government or Central Government or similar quasi-Government body desirable
*Experience of construction management client side (essential) and supply side (desirable)
*Experience of construction delivery in a commercial setting
*Extensive Project Management experience with development or management of large projects (values exceeding more than £1m)
*Understands the legislation and processes relating to construction and construction contracts e.g. CDM Regulations, Construction Act, JCT and NEC forms of contract
*Experience of Microsoft SharePoint, the tool used to monitor and report on programme and project progress.
*Experience of working both independently and in a team-oriented collaborative environment is essential
*Ability to see issues from a strategic perspective is essential
*Flexible and able to adapt easily to shifting priorities, demands and timelines through analytical and problem-solving abilities at all times
*Ability to read communication styles of team members and contractors who come from a broad spectrum of disciplines
*Strong written and oral communication skills
*Persuasive, encouraging and motivating
*Can evoke creative and innovative thinking from team members and help them to bring their ideas to fruition
*Ability to defuse tension among project teams should they arise
*Political sensitivity
*Must be able to learn, understand and apply new technologies and methodologies.
*Ability to effectively prioritise and execute tasks in a high-pressurised environment is crucial.
*Adept at conducting research into project-related issues, products and approaches.
