Drive day-to-day CA CLIENTIF product portfolio management, planning, and Go To Market activities, ensuring consistency with Small Business (where there are business reasons) and with the national CLIENTIF strategy in response to the Health Care Reform (grandfathering, closing, opening new plans, benefit and contract changes, marketing communications, etc.)
o Support portfolio planning activities (eg, detailed competitive analysis, market data, customer trends, internal capability analysis, regulatory analysis, etc.).
o Support portfolio planning for Health care Reform for both inside and outside Exchange
o Learn and exhibit competency on Conjoint simulator tool and apply findings to portfolio planning
o Support National CLIENTIF Product initiatives, as/when needed
Drive day-to-day products portfolio implementation and execution activities and support resolving any member facing issues. Work cross-functionally and provide required project management and support change management to ensure successful and timely implementation.
o Lead products portfolio implementation activities, including for Health Care Reform, for the CA CLIENTIF product.
o Drive improving the efficiency and accuracy of the portfolio/benefits implementation process due to the anticipated significant bump in membership resulting from HCR/Exchanges.
o Drive and manage day-to-day member facing issues, working with cross-functional stakeholders to ensure no/minimal member impacts.
Responsible for developing products portfolio performance reporting and monitoring, producing, and presenting dashboard on a regular basis. Review dashboard on the monthly basis with the CLIENTIF products team and with leadership, as needed. Fold product performance analysis and findings into leadership reviews, portfolio planning.
Populate and review detailed benefit templates that are submitted to the CA Exchange, Health and Human Services (HHS), SBC, Benefits Implementation, and MarComm. Work with the cross-functional teams to effectuate process improvements to become more efficient and minimize errors (eg eliminate multiple rounds of validation).
Lead cross-functional teams in a matrixed-managed environment, of diverse and national functions and disciplines, such as business line leaders, market strategy, market research, product, benefits admin, finance, marketing, sales, IT/systems, compliance/regulatory, training, operations and administration.

Major Responsibilities/Essential Functions. (In order of importance, list primary job duties this position is responsible for achieving. Each statement should relate to an end result or objective.)
Drive implementation of Healthcare reform 2014 products portfolio implementation, including
a) exhibit clear understanding of products portfolio benefit designs and communicate the same to cross functional stakeholders
c) Partner with Benefits Admin to create detailed designs and markups for functional stakeholders.
d) project manage portfolio implementation activities, understanding dependencies, critical paths and key issues and milestones, and leadership escalation paths
e) create, monitor and report on status of project work plans and performance metrics/dashboards
f) partner with Benefits Admin and support facilitation of operational feasibility assessments by providing product subject matter expertize, including detailed research of questions and issues
g) coordinate and facilitate meetings, and associated documentation including presentation material, meeting agendas, action items and issues logs, as needed
h) provide assistance in development of business cases for implementation of new capabilities
i) resolve any member facing issue, ensuring minimal member impacts
 In collaboration with CLIENTIF business line, CA Actuaries, CAMSA and other product partners/stakeholders, evaluate external market data and analyze product portfolio performance to make recommendations for annual and longer-term product portfolio changes to achieve the correct product mix to meet membership and margin goals.

a) Work cross-functionally to socialize products portfolios, review products marketing and member communications
b) Perform, update, and communicate detailed competitive analysis, market data, customer trends, internal capability analysis and regulatory analysis to the CLIENTIF Products and cross-functional teams.
c) Responsible for developing products portfolio performance reporting and monitoring, producing, and presenting dashboard on a regular basis
d) Understand and support work cross-functional planning, strategy, and communications around grandfathering, closing, opening new plans, benefit and contract changes, marketing communications, product placement, etc.)
Serve as subject matter expert for specific Product Management policies, processes, and projects/initiatives; and routinely present proposals and recommendations to the CA CLIENTIF products and cross-functional leadership
Populate and review detailed benefit templates that are submitted to the CA Exchange, Health and Human Services (HHS), SBC, Benefits Implementation, and MarComm. Review product benefit details for the member communications.
Experience Level: BA or BS required, MBA preferred; PMP certification required; minimum of 8+ years of direct relevant experience.
