Project Manager

The PMO Manager reports to the Executive Director of the PMO/BMO Organization. The PMO Manager is a seasoned IT professional with project, program, portfolio and process management experience. The PMO Manager will be responsible for project management of several process improvement related projects and other BIO-wide initiatives not related to a specific program. This role will work directly with people at all levels of the organization to ensure that work is funded and conducted within IT guidelines. Examples of such projects include various Shared Services initiatives, development, facilitation and action planning related to the PMO Customer Satisfaction Survey, and development of new processes and tools related to Financial Planning activities that occur with the PMO's leadership throughout each year.

This position will lead the management of existing and the establishment of new consistently followed practices for the initiation, planning, execution, control, and closure of projects. They must be carefully crafted, effectively communicated, and delicately enforced. In this position the incumbent will manage organizational resistance to change which occurs with all project teams.

Essential Functions:
Oversees, leads and manages all special projects being steered by the PMO/BMO
Creates and continuously updates PMO/BMO procedures to improve Project and Program Management related processes driven by the PMO/BMO team
Ensures effective management of the numerous processes that weave through the life cycles of various projects.
Ensures the processes are well understood by project stakeholders and consistently enforced by management. Utilizes that effective tools and techniques have been used successfully to define and disseminate actionable project management processes.
Responsible for completing detailed design, planning, execution and monitoring for all projects
Builds cross-functional project teams keeping in mind project requirements & deliverables through consultation with the PMO/BMO Executive Director and PMO/BMO Management peers.
Works closely with functions & support areas to ensure projects are delivered on per agreed SLAs
Manages multiple projects and is accountable for deliverables throughout the Project Lifecycle
Ensures timely planning of all key events & milestones including communication strategy, change management, etc.
Ensures alignment on projects, monitor the progress of required tasks and provide direction to team members
Generates and analyzes impact assessments, determines timelines, return on investment projections and financial viability of the project
Liaise with external vendors, consultants, and others to design provides timely responses to inquiries and requests for information; and escalates unresolved issues to optimize project objectives
Ensures projects run as per guidelines established by the PMO and reports project progress on a regular basis
Identifies project risks during project design and continuously tracks & monitors implementation related risk during the Project Life Cycle.
Ensures that project delays, overruns, etc are being brought to the notice of all concerned and plan course corrections
Prepares and facilitates key Project & Program related management meetings
Highlight Project and Program issues cross-functionally throughout the enterprise and to identify actions to solve the issues
Develops and delivers workflow improvements and trainings as needed in cooperation with other team members.
Facilitates problem solving sessions within the organization and drives problems to resolution.
Encourages and models the open of expression of diverse ideas and opinions. Serves as a role model for clear communication
Becomes a trusted professional and technical advisor to clients, staff and management

Minimum Qualifications:
5 or more years of progressively responsible management experience demonstrating process management, portfolio management, communications, planning, budget/financial management, and staffing.
5 or more years of related IT experience including IT Project Management, Program Management Office/Business Management Office, Facilitation, Coordination of Complex Initiatives, and Business Case development including KPI (key performance indicator) identification and benefit realization documentation
Financial Analytics: Experience managing project, program and or departmental budgets, funding agreements, cost tracking documentation, financial reporting, invoicing and accounts payable.
Bachelor's degree or four years of additional equivalent work experience
Experience and track record delivering processes in a large organization.
Excellent verbal and written communication skills, with significant experience in creating and editing communications and presentations appropriate to large, complex organizations
Demonstrated negotiation skills used to influence project, program and team outcomes.
Experience in Lotus Notes and CA Clarity and Workbench.
Excellent report analysis and development skills, with ability to create reports and metrics on sub-portfolio's using applications such as Access, Business Objects, Excel (v-look ups & pivots), Cognos, etc.
Excellent MS Office 2007 suite use skills.
Project delivery methodology knowledge.
Experience using and storing portfolio, program and project data in Sharepoint team sites.
Business Case and Benefits Realization development experience.
Ability to be a thought leader and change collaborator within the department and with clients.

Preferred Qualifications:
Additional experience setting up a program management office and thorough understanding of Program and Process management in an IT environment.
Successful track record leading teams over multiple years and driving results in matrixed resource organizations.
Demonstrated experience and excellence in complex performance reporting and portfolio dashboarding.
Comprehensive experience with the development of detailed delivery metrics, governance body reporting, program management strategies and fundamentals, and program management tool sets.
Must have outstanding communication skills at managing a diverse portfolio of projects through the entire life cycle utilizing varied approaches from Agile to waterfall.
Must be highly collaborative and able to work across organizational boundaries and cross functional reporting relationships to achieve business and technology goals.
