HOUSING PROJECT LEAD

12 MONTH FIXED TERM. SECONDMENT APPLICATIONS ARE WELCOME.

BAND 7 - £46,000 - £69,100

The WHOLE ESSEX COMMUNITY BUDGET (WECB) portfolio is aimed at radically improving the way the public sector in Essex resources, commissions and delivers services in the future; working across partners to deliver services that improve the lives of Essex residents whilst also cutting waste and duplication. WECB partners have developed and progressed proposals for system change. Under this pilot, partners in Essex have selected a number of programme areas and one of these is to bring forward public sector land to address housing need in the County.

The post holder will act as Project Lead for the Housing and Public Sector Land Project Board (made up of a range of public sector senior officers). The role acts as a bridge between senior project board members and delivery team and will work closely with the project manager and Head of Public Service Reform Unit. The role also lead a delivery team of staff on secondment from partners to successfully deliver the Housing and Public Sector Land programme and ensure deliverables and outcomes/benefits stated within the project mandate as well as others desired by the Board and Sponsors are articulated in a business case and delivered through a benefits realisation plan.

KEY RESPONSIBILITIES will include but not limited to:

- Lead the project on a day-to-day bases on behalf of the sponsor by working with senior politicians and officers from across public sector partners
- Work closely with the Project Sponsor and Project Senior Responsible Owner in the planning and delivery of the Community Budgets Housing and Public Sector Land business case
- Work collaboratively with colleagues from partner organisations and with the Public Service Reform Unit in ECC
- Develop clear delivery plans for the programme for 14/15 and beyond
- Take an active role in securing the required resources from partners for delivery of the project (cash investment or people)
- Present the project at internal and external events

QUALIFICATION/SKILLS

ESSENTIAL

- Experience in Housing policy and strategy or development of housing
- Extensive ability to negotiate, communicate to build relationships with and manage senior stakeholders from other organisations
- Substantial experience and ability in engaging and forming consensus with senior politicians and officers across a range of partner organisations
- Significant experience and skills in the management of multi-agency teams leading to system change
- Management/professional qualification or equivalent by experience
- High level interpersonal and influencing skills
- Evidence of achievement in service delivery, strategic business management, and change management

DESIRABLE

Experience in any of the following environments:

- Strategy and policy
- Partnership working across housing authorities
- Experience of developing and implementing business planning in a multi-disciplinary and partnership environment
- Understanding of the structure of local government and local service delivery and the role of elected Members

This role is for a fixed-term of 12 months and applications are welcome from individuals who are working for an organisation that would consider a secondment for this period of time. Alternatively successful applicant to this post would be appointed on a fixed term contract.
