Project Finance Manager - Public Sector Contract - Glasgow - 6 months

An opportunity for an experienced Project Finance Manager to work on a major programme of work in the public sector has come up in Glasgow.

Responsibilities:
Overview of role:
*Lead the development, implementation and operation of the financial management and reporting processes for the Project
*Monitor and manage the performance of the Supplier and the effective operation of the contract in relation to financial matters
*Oversee and manage the Authority's interactions with the Supplier in relation to financial matters
*Monitor and manage the effective operation of the various funding agreements associated with the Project, including liaison with various funders in financial matters
*Manage financial budgets (including budgets for management and administration of the Project as well as capital funding budgets) and prepare and present accurate forecasts and status reports, setting out on progress against targets and expected outturns
*Manage the financial administration team that will support the Finance Lead in the execution of the financial management and reporting processes and responsibilities for the Project

General governance and reporting requirements:

*Report to the Programme Manager and as appropriate, the Programme Director in relation to financial performance, management, governance and control of the Project
*Design, prepare and present financial reports (at the required times) for the Programme Manager, Programme Director, Programme Board and Strategic Management Board
*Plan, co-ordinate and support any financial reviews and/or audits of the Project that may be required by external funders or any other regulatory body, as directed by the Programme Director
*Plan, manage and monitor compliance with applicable guidance and procedures for financial management and accountability on capital projects. Report to, and take instruction from, the Accounting Officer responsible for the Project
*Monitor and advise on compliance with the financial related conditions of the State Aid approval for the Project
*Seek guidance and advice on financial matters from BDUK

Essential Skills:
*Relevant Accountancy qualification. Candidates with equivalent directly relevant experience operating in a similar role will be considered
*Experience of the financial management of contracts for large scale public sector investment projects
*Experience of managing and negotiating changes to contracts for large scale public sector investment projects
*Experience of managing funding agreements with external funders
*Experience of EU funding agreements and claims processes desirable
*Experience of public sector budgeting, forecasting and budget management (covering Capital and Resource Budgets)
*Experience of preparing business cases for funding and other resources
*Excellent financial analysis and communication skills
*Proven ability to report and present at a senior management/board level
*Proven ability to work on team based activities to tight deadlines

Desirable Skills:
*Knowledge and experience of telecoms/broadband projects and markets
