Large Infrastructure Projects (LIP)
The current portfolio of LIP covers:
-Stevin: realization of a double 400kV overhead and underground link between Zomergem and Zeebrugge;
-Alegro: Realization of an HVDC interconnector between Belgium (Elia) and Germany (Amprion).
-Brabo: Development of the 400kV transmission backbone in the Antwerp area, to reinforce cross-border transmission capacity and security of supply for the Belgian transmission grid.
-Offshore: Connection of multiple offshore wind farms in the Belgian part of the North Sea to the onshore grid.

Tasks:

As part of the Project Management Office (PMO), the Project Controller will work directly with the Large Infrastructure Project Managers to put in place a solid structure for monitoring and controlling the projects.
By consistently collecting, analyzing, documenting and communicating project progress information, the project controller will provide the project team and decision-making committees with an up-to-date and correct view on the entire project, allowing for well-informed decision-making.

In order to achieve this, the Project Controller will perform for each of the projects:
-Scope Management:
-Ensure a proper documentation and versioning of the project's scope baseline;
-Define a WBS (Work Breakdown Structure) and WBS dictionary with the project team and foster adoption of this breakdown structure throughout the project.
-Schedule Management:
-Define and document the scheduling approach (schedule levels, baselining, progress measurement method, reporting formats and intervals, project calendars, scheduling tool settings);
-Describe the scheduling requirements to be imposed to contractors;
-Set up the project schedule(s), by proactively gathering and analyzing the schedule data from the stakeholders and introducing it in a scheduling tool;
-Monitoring and reporting the schedule progress w.r.t. a baseline;
-Schedule Analysis: Change Impact analysis, Schedule risk assessment (based on estimating techniques and monte carlo analysis), claims
-Analyze and anticipate possible areas where the current cost control tool (SAP PS, Budget Builder, Babe Excel tool) is not aligned with the LIP project's needs. In case of misalignments, develop solutions with Business Analysts;
-Represent the projects in periodical interfacing meetings with Elia Controlling;
-Establish project budget and track costs progress;
-Cost Analysis: Change Impact analysis, Cost risk assessment (based on estimating techniques and monte carlo analysis), claims

Change and Issue Control:
-Implement a solid methodology for capturing and treating issues
-Ensure that all change requests are properly analyzed and decided upon, in order to avoid scope creep;
-Organize consistent feedback of changes and issues into lessons learned;

Risk Management:
-Organize and lead risk assessments throughout the project and ensure continuous risk collection.
-Report on project risks, as well as mitigation measures.

Resource Management:
-Visualize the resource needs of the LIP projects;
-Prepare supporting documentation for the periodical resource exercises.
-Prepare overall project reporting towards the different project stakeholders and treat ad-hoc requests regarding project status and forecasts.

Other skills:

The agent will/ needs to:

-familiar with infrastructure projects. Knowledge of high voltage transmission infrastructure projects is an asset.
-have project management experience. Knowledge of methodology PMI/PMBOK is an asset.
-Intermediate to expert knowledge of the MS Office suite and MS Project/Primavera P6, as well as SAP PS.
-able to plan and manage multiple tasks/project.
-have effective analytical and problem-solving skills.
-are proactive and a strong communicator. You have strong interviewing skills, allowing to gather necessary project inputs with a critical view.

Languages:

Next to Dutch and French, also master the English language.

Duration of the project:

Opdracht van 1 jaar - interne aanwerving mogelijk na 1 jaar !

Working hours and working place:

40h/week
Brussel (Empereur) & Schaerbeek

Travel:
- Eeklo on a monthly basis,
- Occasionally to Germany (daytrip)
