Project Analyst
The Hague, Netherlands
Contract Length: 8 months +

AIM
This SOW is concerned with the provision of on-site analytical expertise to support the conduct of the CRR16, specifically addressing the identification of capability requirements, by Case Study and overall requirements to meet NATO's ambitions.

WORK ITEMS
The candidate(s) will be integrated within the Defence Planning Support (DPS) team of the NCI Agency team and conduct various analytical tasks in support of the Work Packages (WPs) identified in the 2014 DP project (which captures the analytical support to the NDPP17/CRR16). The candidate(s) will work under the direction of the DP Project Manager (PM) and the supervision of the various WPs' lead analysts.

The types of task to be undertaken by the candidate(s) will include the following:
* Review and development of Capability Assignment Logic (CAL) to quantify required capabilities. The primary area of focus for this support will be in the analysis of capabilities in the Land domain (including combat, combat support as well as logistics and C2 aspects).
* Application of CALs to representative Case Studies, including the compilation of results by Case Study in agreed formats.
* Analysis of available (existing and/or planned) capabilities within the Nations and NATO, including assessment of performance against selected Reference Capabilities to determine Equivalency Factors.
* Documentation of tasks undertaken.

The type of tools used to conduct the above tasks will primarily consist of applications within the MS Office suite.

There will likely be a requirement for using the overarching tool developed by NCI Agency for supporting Defence Planning analysis: the Joint Defence Planning Analysis and Requirements Toolset (J-DARTS). Training for the use of J-DARTS will be provided at NCI Agency.
The deliverables from the candidate(s) will typically consist of his/her contribution to the CRR 2016 deliverables identified in the DP project plan. These will be clarified during regular team meetings with clear guidance on tasks' priorities and deadlines.

GENERAL CONDITIONS

The following shall apply:
* The work will be carried out at NCI Agency's premises. Office space, computer equipment and basic office supplies will be provided by NC3A.
* The candidate(s) will report to the PM for the DP project, TBD.
* If business travel is required to support the tasks in which the candidate(s) will be involved, expenses (travel and subsistence) will be covered by the NCI Agency project.

Due to the nature and urgency of this post, candidates holding or who have held high level security clearance in the past are most welcome to apply. Please note successful applicants will be required to be security cleared prior to appointment which can take up to a minimum 10 weeks.
