PROGRAMME/PROJECT MANAGER - CONSTRUCTION

This is a job opportunity with Government for a 12 month + contract as a Construction Programme Project Manager. You will have a national remit and have the opportunity to make your mark on a significant development for Defence across the country.

The department has the responsibility for the management of property, infrastructure and related services to ensure strategic management of the estate as a whole, optimising investment and critically, supporting capability to best effect.

The Head of PPD Major Projects will be responsible for the execution of all basing projects resulting from the recent ministerial announcement of the Footprint Strategy which incorporates, amongst others, the return of units to the UK from Germany. Experience of managing a large and complex portfolio with significant operational interdependencies and customers is essential. The post holder will also be responsible for managing relationships with key users and suppliers in order to ensure performance is optimised. The Head of PPD Major Projects is a member of the Projects Portfolio Board.

DUTIES

Your duties will include taking ownership for and building a portfolio of cross-cutting programmes to support relocating 35,000 personnel and families geographically dispersed across Germany to sites across the UK and a total of approximately 80 unit moves, including the preparatory rationalisation of existing UK-based sites and formations.

Manage all component parts of the Master Plan and have a thorough understanding of key deliverables, financial profiling, benefits realisation and risks; Responsible for Basing Governance, including Approvals, Assurance and Change Control; Responsible for directing suppliers in the delivery of infrastructure capital projects and manage contracts to deliver within agreed parameters of quality, time and cost; Accountable for a robust delivery performance regime within PPD MP and for suppliers; Responsible for the client role under the Construction (Design and Management) regulations and compliance with other statutory or mandatory requirements; Accountable for gaining approvals of project change and accountable for any associated contract change.

REQUIREMENTS

You will need to demonstrable experience of managing large, complex, geographically dispersed programmes; have extensive experience of managing complex stakeholder and extensive supply chains across a wide range of disciplines; have detailed knowledge of planning regulations and successful implementation of large scale infrastructure projects within planning constraints.

Construction or property qualifications to L5 HNC/HND or higher or a Chartered Construction or Property Professional (CEng, RBIA, RICS, CIOB or equivalent) and/or significant experience of relevant major construction/infrastructure project management.
