Programme Manager - Managing big Program, 8 PM and in Total 100 Fte's

For our customer we are looking for a Programme Manager.
We only would like to have candidates that has an extensively background of running big migration and mergers programs ( this requirement is a must)
1. A person with well documented program management experience in running projects in highly political environment with fix dead-line and limited resources, requiring quite substantial negotiations skills to negotiate the scope fitting into the dead-line and limited expert resources
2. Meaning a person with impressive CV record on similar programs
3. for the duration of project, the person should be based preferably in Gdynia this is where the development team resides or less preferably in Warsaw - this is where the customer resides (but then substantial amount of travelling to Gdynia should be assumed).
4. It does not have to be a polish person, the program management experience will definitely prevail any nationality issues. The language being spoken in the project is English, though there may be some of the low level project documents developed in polish. Whole project team on the Client side speaks English fluently. The customer does not to the same extent, but at upper management levels where the person will be working, PKO's staff has good command of English.
5. The project structure is set in a way that the Program Manager will have between 4-8 experienced PMs reporting to him/her and one deputy program manager, all of them coming from the local organization. The team will consist of a mix of internal resources and external consultants, probably oscillating around 100FTEs
6. The project will start effectively 1.01.2014 but we would welcome the person as soon as possible.
