Professional Head - Asset Management

Location: Milton Keynes
Contract Duration: 3 months
Rate: £700-£750 per day

Professional Head required to Provide technical and safety leadership for the company in accordance with the Health & Safety Management System. Own the company Asset Management Policy for the management to support the organisations business objectives.

Essential
*Chartered Engineer
*Recognised leadership capability of engineering activities within the railway industry
*Extensive experience in the management of engineering processes, assets and components
*Comprehensive knowledge of systems, engineering standards and process integrity
*Substantial experience in leading virtual multi-discipline teams, ideally in a Matrix environment
*Sound understanding of asset management strategies
*Strong commercial awareness and financially astute
*Experience of negotiating at a very senior level and balancing the views of a range of stakeholder

*Fellow of an appropriate institution

1.Lead the technical direction for the development of the Asset Management Policy, directing and defining all elements that deliver and sustain the GB national asset by focusing on business objectives and optimised whole life costs. Act as technical authority in accordance with the organisation's Health & Safety Management System.
2.Lead the delivery of a well developed suite of standards and compliance documentation in line with the Business Critical Rules Framework including a clear communications strategy.
3.Direct and monitor the creation of predictive risk and safety indicators for asset management.
4.Define and direct the development of the structure and range of technical and behavioural competences required by technicians, engineers and managers in the design, delivery and implementation of investments, renewals and maintenance of signalling and controls assets.
5.Provide professional signalling and controls engineering leadership to technicians and engineers throughout the organisation, offering mentorship and challenge in all parts of the company.
6.Specify data required and interpret collected data to provide technical papers and strategy documents to inform the current performance and future direction of the railway system.
7.Represent the organisation on engineering issues with external stakeholders, including safety and financial regulators and RAIB.
8.Lead the development and delivery of risk and process assessments and associated means of compliance, including product specification, defect detection regimes, and intervention levels and timescales.
9.Be the focal point for signalling and controls engineering to review and approve business critical rules.
10.Define the engineering assurance criteria to confirm asset integrity and specify the extent and content of the Corporate Engineering Verification programme commensurate with the corporate exposure to risk.
11.Define and disseminate technical audit protocols for the Functional Audit Programme (FAP).
12.Assure the quality of formal investigations through appropriate technical representation on investigation panels.
