I am looking to hire Procurement Team Leader for my government Client

JOB TITLE: Procurement Team Leader

LOCATION: London

RATE RANGE: £20 per hour (negotiable)

DURATION: Initially 6 months (with possible extension)

JOB SUMMARY

- The Procurement Team Leader will be responsible for managing the work of the procurement team ensuring it operates efficiently and effectively whilst providing a high standard of customer focused service to all levels of staff.
- The post holder will assist in delivering the objectives of the Procurement strategy and provide professional advice to customers ensuring compliance with the Trust's Standing Financial Instructions and other relevant procedures.

SKILLS KNOWLEDGE AND EXPERIENCE

ESSENTIAL:

- Three years' experience after qualification or five years in a senior purchasing post within a large organisation.
- Team supervision/management.
- Experience of market testing and tendering and the ability to write service specifications
- Experience of working to tight deadlines within a highly pressurised change orientated environment.
- Ability to write clear and concise reports and conduct product/service evaluations.
- An understanding of the quality aspects of service provisions with the ability to set and monitor standards.
- Ability to produce management information reports.
- An ability to work on own initiative and deliver agreed objectives in a timely and effective manner with the ability to problem solve and identify problems and implement solutions.
- An ability to manage a diverse workload, and balance changing priorities whilst keeping focus on key objectives.
- Able to demonstrate a strong commitment to equal opportunities and equal access.

DESIRABLE:

- In-depth knowledge and experience of procurement within the Health client or an equivalent organization
- Experience of developing policies, procedures and systems.

TRAINING & QUALIFICATIONS

ESSENTIAL:

- Degree or CIPS or equivalent
- Evidence of continuing personal and professional development

DESIRABLE:

- PRINCE2 foundation qualification in project management
- MCIPS
- Evidence of experience or training in managing change

KEY RESPONSIBILITES

- Support the Head of Procurement in the implementation of the Trusts Procurement strategy and other Procurement policies and procedures, being responsible for specific objectives and targets.
- Manage the buying team to ensure resources are fully deployed to deliver an efficient and effective customer focussed service.
- Analyse existing supplies arrangements, initiate improvements and other efficiencies, and action.
- Liaise with customers on specific projects, draw up specifications, invite tenders, let contracts, and monitor the performance of suppliers/contractors as necessary.
- Provide advice and guidance to customers on the drawing up of contract documents, preparing specifications, and tendering processes, whilst observing local SFIs and the EU Procurement thresholds. Lead on tendering processes.
- Keep standards and operational policies and procedures under review to make sure they are up to date, fit for purpose, understood by users, and are being complied with.
- Promote the department as an efficient and effective support service by providing prompt and friendly advice and guidance to staff on products and services on procurement matters.
- Make sure systems are in place to collate and analyse activity in key areas of purchasing performance.
- Ensure compliance with all relevant European and English Law, statutory requirements, and internal Trust Standing Financial Instructions, procedures and policies.
- Produce performance statistics for the Head of Procurement, in an agreed timeframe, relating to supplies activity to identify improved performance and any deficiencies and recommend corrective actions where necessary.
- Review staff training requirements, discuss with staff, and action as appropriate.
- Responsible for the staff appraisals of the buying team.
- Make sure maximum use is made of national health client contracts, and London-wide contracts, where these provide VfM.
- Train and advise departments in the use of the health client Supply Chain online ordering system.
- Liaise with the Supply chain distribution service provider, as necessary, to make sure it provides an effective service. Review how goods are delivered to all Trust premises to achieve the minimum of double handling and improved delivery arrangements.
- Monitor compliance with Health & Safety and Risk Management legislation and regulations and associated Trust and departmental procedures and take appropriate action as required.
- Develop positive relationships with clinical and professional staff at all levels.
- Make sure verbal, written or electronic communication within the department is both efficient and effective and meets customer's and the department's needs.
- Authorise official orders up to £100,000 in net value.
- Order, issue and control fuel cards. 
- Deputise for the Head of Procurement and provide support for specific projects as required
