Background
Our Central Government client is currently recruiting for two high calibre procurements specialists to support their current programmes. You will require a blend of commercial and procurement skills and a background in managing large scale IT contracts and high value, complex public sector procurements at a senior level. Our client has a central team of subject matter experts that support the procurement and the delivery into live service. This is predominately through providing specialist procurement advice and support (including guidance materials, templates, frameworks, on/off-site support), helping to guide them through the procurement process and to move successfully into deployment and live service. The programme is split into 6 groups, you will be responsible for overseeing, supporting and assuring these groups.

Main Duties/Responsibilities
Supporting the client to own and manage the procurement strategy for each of the procurement groups (in line with the over-arching strategy), acknowledging the demand as well as the make up of the supplier market and its offerings.
Ensuring the groups receive the required local sign off, and ensuring programme level sign off as required from relevant approvers including the Programme Managers and Programme Head.
Supporting the groups to ensure legal compliance of the procurement during all phases. This will require the procurement specialist to achieve visibility of local supplier engagement and evaluation processes..
Supporting the groups to structure competitions, including supporting them to work with key stakeholders to develop effective evaluation artefacts, including evaluation criteria, weightings, models and mean assessment..
Supporting the groups to structure and manage the local procurement process. This will include providing a framework to trusts which enables them to conduct local commercial assurance of the process, to manage legal input into the procurements, and sufficient commercial interaction with bidding suppliers..
Supporting them to develop their evaluation models and processes - this will include the structure of the model and the evaluation process, production of the overall evaluation report at each stage of the competition..
Providing advice on commercial matters including any areas of contractual localisation

Skills/Experience Required
A detailed knowledge of the commercial and technical aspects of major technology agreements, preferably in the public sector.
Detailed knowledge of IT contract law and its application to complex multi-supplier relationships.
Detailed knowledge of public sector procurement regulations and practices.
Sound supplier relationship management skills, including proven experience in the resolution of contractual disputes.
Ability to brief orally and in writing on complicated matters in a clear, concise and comprehensive manner.
Ability to translate internal client requirements into commercial and technical contractual terms.
Experience of undertaking large scale ICT contract procurements in complex organisations, preferably in the Public sector.
Experience of working with a broad and varied range of IT contracts and multiple stakeholders. Proven experience of developing documented negotiating strategies and successfully delivering these strategies as part of a team.
Experience in managing existing commercial and contractual obligations.
Proven experience of operating change control against major IT contracts.
Proven experience of working at a senior level with leading experience in strategic sourcing in complex business environments.
Proven experience and understanding of commercial negotiations across a range of contracts and suppliers to ensure value for money and improved supplier

Desirable.
Commercial background involving the full life cycle of very large scale procurements

Formal Qualifications Required
Educated to degree level or equivalent experience. CIPS or Equivalent Professional Qualification (or demonstrable equivalent experience)
