MAIN DUTIES AND RESPONSIBILITIES:

Managing the production and execution of efficient procurement strategies whilst acting as a source of procurement and commercial expertise; Administering and demonstrating cashable savings from procurement activity; Providing leadership to Procurement Support resources in the team; Constructing procurement strategies that lead to commercial outcomes that are effective and reflect the needs of stakeholders; Leading on high value, complex and strategically important procurement projects. THE SUCCESSFUL CANDIDATE WILL BE A FULL MEMBER OF THE CHARTERED INSTITUTE OF PURCHASING AND SUPPLY (MCIPS) OR EQUIVALENT (EG MBA).

KEY TASKS AND DELIVERABLES

Engage with departments at both executive and more junior levels to ensure that they: are aware of the new digital procurement framework; know when to use the framework; know how to use the framework to become intelligent customers; understand the benefits of using the framework; Assist with the assessment of digital control submissions which contain digital procurement advice. Work with departments to deliver any procurement condition placed upon them as a result of a digital control submission. Run any procurement activity for the transformation team. To provide expert assistance and support in supplier management activities.

To administer "for you, with you, or by you" on behalf of business units within government regarding all aspects of the Digital Services framework (DSf), including: providing support and advice to business users throughout use of DSf process, to ensure compliance and optimise end to end transaction time; ensuring Crown Commercial Service (CCS), as a key delivery partner is kept apprised of all procurement activity with DSf; providing expert assistance and advice to businesses in raising documentation to accurately reflect customer needs and outcomes prior to release to CCS; providing first-line support and advice to government business users on DSf and agile procurements. You will assist in drafting business cases. You will conduct new and on-going assessment of potential sources of supply to accurately define their ability to exceed GDS expectations. You will maintain relationships with suppliers and other sections of GDS via regular contract review meetings. As a team member of Commissioning/Procurement you will be expected to assist with other procurements when demand and or circumstance arises. You will support Core Delivery Capability and work with GDS teams on procurement Issues.

EXPERIENCE REQUIRED

You will have knowledge of government procurement and experience of stakeholder engagement across a broad spectrum. this will facilitate knowledge of core category organisations, products and services and deep understanding of suppliers, from sole traders through to SMEs and SIs who operate in our marketplace. You will conduct new and on-going assessment of potential sources of supply to accurately define their ability to exceed GDS expectations. You will also provide professional support and advice to GDS on potential procurements and routes to market. You will manage Purchase Orders requests and contracts as necessary.
