Our Local Authority client is seeking an experienced Procurement Project Manager to support their Adult Social Care and Strategic Housing partners in the launch of a framework procurement project inviting provider to bid for residential care. The Project Manager will pull together all tender documentation and project manage the procurement process from receipt of PQQ to contract award following a mini competition after the framework has been established. This role will work closely with the ASC Commissioning Team.

To be considered for this opportunity you must:

· Significant procurement/contract management experience gained within a Local Authority Adult Social Care environment

· Thorough understanding of EU procurement legislation related to public sector procurement and experience of tendering via OJEU..

· Knowledge of Frameworks Agreements and call off contracts

· Experience of working in true collaboration with team and external partners.

· Experience of influencing others (internally and externally), high level of negotiation skills, able to manage complex and delicate situations.

· Experienced of evaluating bidders financial stability appraisal
