Background
Our Central Government client requires a Procurement Practioner to join them on the delivery and management of major contracts in a leading edge IT environment. We are seeking to appoint resources immediately until the end of March 2013. The role will be based in London.

The Finance & Commercial function (the part of the organisation these roles are being recruited into) provides professional leadership and guidance across the portfolio of current contracts and major new contracts to be procured. The department currently manages contracts with a total value exceeding £4bn, and is preparing for a major programme of procurement activity to deliver a series of major ICT contracts.

Main Duties/Responsibilities
The required individuals will be a seasoned experienced procurement professional who can demonstrate direct experience of procuring high value, complex contracts. They will report to the procurement lead, and be required to deliver a series of procurement documents and deliverables with minimal direction.

You will need to demonstrate significant experience of working in relatively senior and autonomous roles in the field of large scale, high value, complex contracts. Candidates will need to demonstrate detailed knowledge and experience of working with the public sector procurement regulations.

Candidates may be required to undertake some or all of the following activities depending on the stage of the programme:
* Production of formal procurement documentation to support OJEU process
* Constructing evaluation methodologies for procurement
* Take part in evaluation of supplier bids and PQQs
* Gathering and reporting on market intelligence
* Contributing to contract schedules and terms and conditions amendments
* Supplier engagement
* Contribution to defining requirements
* Contribution to designing the commercial package to take to market
* Production of supplier prospectus and supplier information events
* Procurement planning and reporting

Essential Skills/Experience Required
All candidates will need to demonstrate how their experience fits with our requirements and adds value to us by showing that you have the following experience (gained over a minimum of 5 years):
1. Significant experience in the procurement of large scale, complex contracts (not necessarily IT) in the public sector.
2. Experience of developing and agreeing a commercial package to take to market.
3. Experience of production of supplier briefing information and running supplier information events.
4. Experience of leading your area of expertise and the ability to convey your expertise to senior
stakeholders through highly developed influencing and negotiating skills
5. Experience of constructing evaluation methodologies and plans and evaluation of supplier bids/PQQs.
6. Experience of carrying our market engagement and using market knowledge to shape the procurement process and the commercial package
7. Ability to work in a cross functional team

Formal Qualifications Required
1. Significant experience in similar commercial and/or procurement roles
2. Educated to degree level
3. Relevant professional qualifications, eg CIPS, Institute of Commercial Management or other membership of relevant professional body (or demonstrable equivalent practical experience
