Projektbeschreibung

This position requires the ability and knowledge to conduct the following for a federal client:

Knowledge of Federal Acquisition Regulations (FAR), statutes, and procurement policy in order to serve as a resident primary point of contact in relation to federal acquisition policy.
Demonstrated experience in having led a procurement policy team in the past is preferred.
Knowledge of commercial business and industrial practices (eg, commercial subcontracting, procurement of raw materials, and costing techniques) related to the items procured sufficient to analyze cost breakdowns and contract proposals.
Knowledge of automated acquisition systems and key elements of the Integrated Acquisition Environment (IAE), to include FPDS, CPARS, CCR, EPLS, and other E¬Government initiatives relating to acquisition.
Ability to analyze and evaluate audit reports, regulations, and other relevant material as a basis for developing and implementing guidance and procedures.
Skill in written and oral communications sufficient to prepare written guidance and decisions; to explain and defend decisions to contracting personnel, contractors, or higher level reviewing officials; and to conduct training.

Duties and Responsibilities associated with the position include:

Develops acquisition policy management and program evaluation tools to measure the overall performance of the Agency's acquisition policy program.
Represents Agency and Departmental committees to develop policy and guidance on specified acquisition topics.
Advises management and contracting officers on matters pertaining to acquisition policies and procedures.
Reviews and analyzes new and revised acquisition laws and regulations issued by the Federal government, including the Federal Acquisition Regulation (FAR), the Office of Federal Procurement Policy, and OMB Circulars.
Conducts policy reviews of contracts or contract changes within predetermined categories based on dollar value, method of acquisition, and other factors.
Reviews for appropriate contract type, pricing provisions, selection of source, acquisition method, determinations and findings, documentation, clarity of contract terms, propriety of cited funds, and need for issuance of unpriced contractual documents.
Locates errors and returns for correction.
The ability to interact with co-workers and clients face to face and in meeting settings is required.

Education Requirements:
High School Degree or equivalent.

Clearance Requirements:
Must be able to pass background check for public trust clearance. This position is through November with possible extension to April 2014.
