Procurement Officer/Procurement Advisor

BACKGROUND
Our Central Government client are looking to take on two Procurement Advisors to work a 5 month contract role based in London. The department is responsible for providing high quality advice on procurement and commercial issues and the effective procurement of goods and services to support the delivery of objectives. It also provides professional leadership for procurement across the department and its Arms Length Bodies in embedding the objectives of the Government Procurement organisation and delivering efficiencies through a collaborative approach.

KEY RESPONSIBILITIES
Manage all non-catalogue procurements over £4,000.
Turn all financially approved requisitions over £4,000 into effective contracts, achieving best VFM and mitigating commercial risk.
Management and processing of assigned requisition pool.
Promoting best practice procurement practices across the DH and encouraging compliance with those

KEY DELIVERABLES
The execution of efficient procurement plans that lead to effective commercial outcomes and reflect the needs of stakeholders/end users, including Procurement Business Partners, and contribute to an increase in spend through centralised routes.
To act as source of procurement and commercial expertise for the Department.
Demonstrate the value the procurement function can contribute to the work of the Department. Supporting the work of Procurement Leads and Procurement Business Partners.
Engage with the Pan Government team to ensure implementation of the centralisation of the procurement of common good and services.
Achieving and demonstrating cashable savings from procurement activity.
Produce and use Management Information and contribute to answering Department correspondence on 3rd party expenditure.
Publishing details of the Department's tenders and awarded contracts on Contracts Finder

Manages strategic and non-strategic customer and stakeholder relationships appropriately;
Effectively manages relationships with customers and stakeholders to enable sound partnership arrangements.

Government Procurement Skills.
Market awareness: understanding of the competitive market in which suppliers operate.
Undertakes strategic analysis including suppliers, supply markets and category research to develop and inform strategic sourcing plans;
Provides appropriate market information and advice to stakeholders and customers, including identifying and instigating opportunities for collaborative procurement
Reviews current strategic relationships and identifies potential improvements to the supply chain;
Identifies supply options to meet the requirements of the specification to inform the category/procurement strategy.

Procurement Processes
Understanding procurement practices and processes, and the ability to apply them
Advises on specifications for more complex procurements and provides general commercial guidance on customers;
Fully conversant with the Public Procurement Regulations and can advise colleagues on their application; is aware of when to seek legal advice; decides the procurement plan to improve Value.

In addition to the above core competencies the individual will expected to be. confident in providing commercial advice to decision makers across the Department.

FORMAL QUALIFICATIONS REQUIRED
In possession, as a minimum, of the MCIPS Level 4 Foundation Diploma, and also preferably of, or is actively studying towards achieving, Level 6 (full MCIPS)
