Procurement Officer

A leading government client based in Glasgow are looking for a Procurement Officer to sit within the commercial department in the professional service.

Must have;
* Commercial acumen,
* Negotiating skills,
* Diligence and ideally MCIPS (not the be all and end all if don't have this).
* Appropriate Procurement or Project Management qualification
* Demonstrable knowledge of leading procurement practices and emerging trends
* Demonstrable high level of literacy and numeracy Technical Skills/Experience:
* Solid experience of completing tender exercises for goods and services, including specification, evaluation criteria, measurement, evaluation, reporting and recommendation.
* Ability to draw-out end-state objectives, deliverables and specification through objective questioning techniques
* Experience of analysing procurement spend
* Demonstrable experience of total cost of ownership/life cycle costing methodologies
* Demonstrable experience of project management from conception to implementation
* Able to influence others and to negotiate effectively
* Able to present clear and logic reasons for proposals and decisions
* Previous strong experience of e-mail, word-processing and spread sheet applications (eg Lotus Notes, MS Word, MS Excel)
