My Client is a major Government Body, looking for a professional Procurement Officer, who ideally has had experience with IT contracts and who is capable of drawing up contracts.

Job Role:

The Procurement Officer takes responsibility for the drafting, administration and awarding of contracts for goods & services. He/she will provide advice to senior staff on compliance with statutory, EU, HMG and DBERR policy and procedural procurement guidelines. The role holder also aims to ensure the development & compliance of staff with those guidelines and the Client's procurement rules and procedures. The Procurement Officer supports the Head of Finance and Procurement in matters regarding procurement policies and procedures.

Deliverables:

1. Ensure that liabilities for contracts are identified and fully authorised before commitments are made to purchase goods/services. To ensure that advice is provided to purchasers in compliance with EU procurement directives and HMG and DBERR procurement policies and procedures where necessary

2. Draft all contracts for the supply of goods & services, ensuring that contracts are properly awarded and compliant with current regulations.

3. Processing contracts and assisting with competitive tendering exercises, as quickly as is consistent with the correct application of procurement rules and procedures.

4. Provide management information as appropriate on value-for-money and other procurement spend functions in line with HMG/DBERR guidelines and requirements.

5. Direct, manage and assist with administrative procurement functions, ensuring that all processes operate efficiently, meeting both customer needs and Finance objectives. Facilitate the best possible use of the available financial and procurement modules.

6. Support senior management in their objectives and provide appropriate advice and guidance on procurement matters.

7. Ensure a reliable service is provided and act as a key source of advice and guidance to staff involved in the procurement process and maintain a good working relationship with external service providers in line with corporate objectives.

8. Contribute to the effective management of the Procurement function and where appropriate, provide feedback to the Head of Finance.

Experience Required:
*Membership of the Chartered Institute of Purchasing & Supply (CIPS) working towards achievement of the full MCIPS status desirable
*Procurement/buying/purchasing experience is essential. Experience of public sector procurement policies and procedures are desirable.
*Must have a working knowledge of public sector procurement rules. Some knowledge of purchase order systems, preferably electronic versions, an advantage.
