PROCUREMENT OFFICER Fixed term contract up to 12 months (maternity cover) JOB PROFILE Salary: £23,412 p.a. Band: 3 Reporting to: Business Support Manager Numbers of Staff Report to Postholder: None Purpose: To provide and manage the Repairs & Maintenance procurement process through our Framework suppliers for our Property Services Team and to lead in the provision of the Facilities Management Service for our offices. RESPONSIBILITIES 1 Manage and authorise the monthly procurement invoice processing procedure via analysis of online data spreadsheets provided by our Framework Provider for each of our three main suppliers 2 To provide a Facilities Management service to ensure the effective day to day operation with regard to our offices 3 Provide a cost effective quality procurement service to achieve the requirements of the Trust's aims, objectives, strategic plans and organisational values. 4 Implement the necessary policies, procedures and standards to ensure that service delivery is of the highest standard achievable. 5 Efficiently process, update, maintain and monitor all documentation ensuring that the information is accurate, up to date and timely to achieve service objectives. 6 Research current best practice, new products and product enhancements to ensure the Trust is aware of new initiatives and improvements in service delivery. 7 Establish and maintain information systems to support and enable service delivery including accurately input and amending data as required. 8 Actively pursue own personal development and take full advantages of training provided. 9 Communicate courteously, clearly and effectively with suppliers, staff and members of the public. 10 Provide technical support, guidance and training when required to support changes and challenges. 11 Actively involved in implementing changes with an enthusiastic and proficient manner. 12 To carry out any other reasonable duties which may be identified by your manager General To comply with, and positively contribute towards Southway's vision, objectives, policies and corporate standards including Health and Safety Policy, Safeguarding, Equality and Diversity Strategy, Customer Excellence Everyone Matters, and Standing Orders and Financial Regulation. SKILLS, KNOWLEDGE, EXPERIENCE Intermediate Level Microsoft Excel IT skills with demonstrable experience of populating data loaders, comparing data and interrogating systems to produce accurate reports. Experience of effectively using 'look up tables' is essential. Knowledge and understanding of relevant principles, procedures, practices and legislation connected with the Repairs & Maintenance of properties and the delivery of the materials procurement service. Detailed knowledge and understanding of a diverse range of goods and services. Years relevant procurement processing experience. Demonstrable skills for forward planning, meeting deadlines and problem solving in meeting service delivery. Demonstrable skills for forward planning, evaluation and negotiations. Ability to organise own workload to meet conflicting deadlines. Good supervisory skills. Good written and oral communication skills Willingness to adopt a flexible approach to working hours. Band Characteristics Post holders in this band will typically be responsible for complex, often multi-faceted technical or administrative tasks and may supervise/coordinate activities. Most will require vocational qualifications and all will require practical experience in a related field. Some may be required to use, and have responsibility for, specialist equipment and materials whilst others may be responsible for specialist data. They may work alone in or around customer's homes. Some work requires considerable physical effort and compliance with health and safety regulations. Post holders would be expected to prioritise and manage their own work effectively and be responsible for its accuracy and timely completion. Post holders would also be expected to have an understanding of their operational responsibilities and how these relate to the business aims of their service area.
