PROCUREMENT MANAGER (TENDERING) - LOCAL GOVERNMENT/PUBLIC SECTOR

The primary objective is to plan and programme the procurement of services. This post is key to the Council's aspiration to transform Procurement.

The post holder will be responsible for managing a team tasked with delivering a multi million pound annual procurement programme. This will be achieved through working and forging relationships with managers and officers across the department, other council departments and through collaboration with Partners and other purchasing bodies.

The post holder will help shape the strategy for procurement both within the Department and for the council. They will be responsible and accountable for the delivery of the procurement programme for the department. This will include the tender process and taking a lead on commercial negotiations.

Responsible for 6 Procurement Officers (Tendering) and supervision of temporary project staff from time to time. 

RELEVANT EXPERIENCE

- Experience of operating within and promoting a performance management culture
- Substantial experience defining business needs and identifying principle demands and cost drivers for services
- Experience of supplier relationship/contract management and contract risk analysis
- Experience of building and managing relationships with suppliers
- Two years experience of Project Management, ideally with accreditation in Prince 2 or similar. 

THE POST HOLDER WILL

- Play a key role in shaping the procurement strategy for the department with a focus on collaborative working and partnering.
- Assist the Head of Procurement in first establishing and then leading a professional procurement team to plan tendering projects and deliver value for money contracts.
- Develop and deliver a three-year programme for procurement that meets service timescales, facilitates the delivery of improved services, achieves value for money and is in keeping with Corporate and Departmental priorities.
- Provide leadership, expert advice and implement procurement best practice to deliver tendering projects across the department.
- Support departmental key projects teams with expertise and resource.
- Assist in the transformation of the procurement function
- Be an integral part of the professionalisation of procurement agenda that is lead by the Corporate Head of Procurement.
- Manage recruitment processes, and the probationary period report writing, training needs analysis and appraisals. Participate in recruitment and selection processes and in disciplinary, grievance and other inquiry panels.
- Provide advice, guidance and interpretation in complex matters on policy, procedures and legislation relevant to Contracts Development & Procurement.  Oversee the development of adequate systems and processes to capture and share local knowledge, ensure training and guidance reflects any developments.
- Liaise and work with external partners, including advocating at public and other meetings to promote Contracts Management services.  If required, represent the Council at meetings with external bodies and agencies. 

KEY KNOWLEDGE

- Substantial knowledge of current policy issues affecting local authorities in relation to contract procurement
- Knowledge of commercial and regulatory environment.
- Detailed knowledge and working experience of managing tendering processes and projects, pricing and financial mechanisms, risk management techniques and contingency planning.
- Knowledge of performance management, benchmarking and quality assurance techniques and their application.
- Excellent knowledge of project management for tendering significant contractual obligations.

EDUCATION

- Educated to degree level
- A professional procurement qualification eg CIPS
