Procurement Manager - MCIPS Preferred - Local Council/Government

One of the largest local government organisations has an exciting opportunity for a Procurement Lead:

Role and Responsibilities as Procurement Lead:

- Leading on discussions on legal Terms and Conditions consulting legal as appropriate
- Construction of Tender and Contract documentation
- First point of contact with Suppliers
- Providing update written and verbal reports
- Leading on commercial evaluations
- Undertaking Analysis, technical, cost and legal
- Undertaking research
- Lead in Commercial Dialogue
- Lead in interpretation of cost models and undertake financial analysis/benchmarking

Other Responsibilities may include:

- Advise/influence clients on the commercial and financial viability of differing sourcing options for specific projects, contract issues, tender processes and procurement cycles, operating within existing and future UK (EU) procurement laws, advising on commercial and contractual risks.
- Manage key supplier relationships to leverage the use of technology, skills and capabilities.

Skills and Experience:

Hands-on, full cycle, procurement experience including:

- Use of market knowledge to inform the procurement strategy
- Executing the tendering process through to contract award
- Handling supplier negotiations
- Advising the client on appropriate contract management processes
- Good working knowledge of Commercial models
- Management of the competitive dialogue process
- Extensive negotiation experience
- Experience of ICT and Public Services Network an advantage
- Working with senior management to advice on benefits of different procurement strategies
- Working to deliver procurement savings
- Appropriate technical procurement skills covering Procurement Process Management, Supply Base Analysis, Supply Chain Analysis, Market Knowledge, Negotiation, Contract Construction, Procurement Regulations, Supplier Relationship Management, Cost analysis and interpretation of commercial models, Procurement Risk Management, Procurement Systems and Procurement Governance & Control.
- Systems literate and competent in Microsoft Office products
- Ability to write and present effectively and persuasively
- Ability to research, analyse and interpret data/information to support development of Procurement Plans/strategies
- Ability to develop appropriate relationships with suppliers and KPSN clients
- Ability to facilitate flexible working in the context of changing and developing technology.

Qualifications:

- Degree or equivalent.
- Professional qualification (MCIPS or equivalent) preferred
