Projektbeschreibung

A Renewable Energy Organisation is looking for a Project Procurement Manager to work in the South West UK on various Onshore wind and Hydro Pre-/Construction projects. This will be a freelance contract starting as soon ss possible on an initial 6 months' contract. The Project Procurement Manager will take responsibility for the successful delivery of all aspects of the procurement life cycle of one or more Projects/individual contract to the requirements of the Business in accordance with corporate procurement policies and procedures.
The Project Procurement Manager requires recent NEC3 and FIDIC contracts experience. The individual should ideally be CIPS qualified with a working knowledge of SAP.

Duties/Responsibilities

Delivery Phase:

Establish and maintain strong working/strategic relationships with Project team and relevant Business stakeholders
Manage Project Team/stakeholder expectations throughout Project Procurement life cycle
Develop and maintain external relationship with market sector in conjunction with/in support of Supply Chain Management Team
Develop and maintain comprehensive understanding/knowledge of supply chain in identified market sectors in conjunction with/in support of Supply Chain Management Team
In consultation with Project Manager/Client and other Business sectors, develop, draft and secure Board approval of Project Procurement Strategy documentation including associated sustainable Project Procurement Programme
Based on the Project Procurement Strategy and in further consultation with the Project Manager/Client and other Business sectors, develop, draft and secure approval of individual contract strategy documents including associated sustainable programme
Ensure Project compliance with all approved strategies/programmes to ensure timely achievement of all activities
Undertake commercial/contractual/legal review of technical bidding documentation to establish suitability
In conjunction with Legal, draft and develop complex bespoke commercial terms for bidding documents reflecting current market conditions
Manage compilation/support Project Team in compilation of complex bidding documentation
Manage formal issue of bidding documentation
Manage evaluation of supply market for potential bidders in conjunction with Supply Chain management Team
Manage pre-assessment of potential bidders
Liaise with Project Team/stakeholders regarding selection/approval of proposed bidders
Manage bidding period - site visits, requests for further information, extensions of time.
Manage formal receipt and distribution of bids; and assessment process - in conjunction with Project Team, undertake comprehensive commercial, contractual and legal review of bids
Prepare initial assessment and manage timely preparation of technical assessment
Develop and implement negotiation strategies
Lead negotiation meetings
Secure best achievable conclusion for business
Prepare comprehensive commercial assessment, secure supporting technical assessment and submit for Board approval
Manage formal award process
De-brief unsuccessful bidders
Develop and maintain appropriate Procurement/Project/Contract records
Prepare monthly/ad hoc reports

Construction Phase:

During the Construction phase, the Project Procurement Manager will proactively provide all necessary commercial/contractual support to the Project Team and will act as interface between the Project Team and Legal on relevant issues.
Ensure that commercial issues are addressed in accordance with corporate policies and procedures
Understand and apply agreed contract terms and conditions to construction activities
Manage Contract variation and claims processes
Develop, advise and support Project team on appropriate commercial/negotiation strategies
Negotiate settlement of variations and claims
Contractor performance monitoring and reporting
Develop and maintain appropriate Procurement/Project/Contract records
Prepare monthly/ad hoc reports
Provide feedback and support to Upstream Management function/knowledge sharing
Review existing Processes and Procedures
Develop new Processes and Procedures to enhance existing
Build management information and reporting structures both Project specific and Procurement general performance.
General Commercial support to business.
