A potential opportunity has arisen to join a high profile client in Bristol. The Procurement Manager will be responsible for working as part of the Corporate Services Portfolio Team, to provide support to the Corporate Services Portfolio Delivery Manager. As well as having a responsibility for creating and maintaining programme and portfolio products and associated documentation and ensuring that the relevant information and data is captured, consolidated and communicated effectively.

Key tasks/deliverables:

- to analyse the impact of shared services on procurement within the organisation
- to arrange and facilitate workshops collating, cataloguing and defining the procurement policy, process, data and reporting requirements
- to define and implement all procurement aspects of the portfolio, developing the strategy in consultation with HR in respect of trade union communication, consultation and negotiation.
- to represent the client on external governance boards eg shared services single client
- to support the Shared Services Portfolio Manager to ensure objectives and service levels are met and adequate resources are deployed to meet the demands on the portfolio
- to ensure that any proposed changes to the scope, cost or timescales of procurement deliverables are checked against their possible effects on the business case and portfolio plan
- to ensure that procurement business risks are tracked and mitigated as effectively as possible
- to document the 'as is' and 'to be' procurement landscape

Essential Skills/Knowledge:

- a good working knowledge of transport or public sector procurement policies and procedures
- Member of the Chartered Institute of Purchasing and Supply
- an awareness of the wider government procurement agenda
- the ability to influence, define and develop strategic procurement policies and procurement procedures and processes
- the ability to conduct impact analysis and to manage business process re-engineering and transition
- the ability to communicate effectively, both orally and in writing with multiple internal and external stakeholders
- a basic understanding of E-procurement principles and practices
