Background
Our client is currently recruiting for a Procurement Manager to be based at their Central Government offices in Bristol. The underlying purpose of the post is to deliver an efficient and effective procurement service by ensuring that all the goods and services required to meet business needs are acquired in a sustainable and cost effective manner and that value for money is achieved.

Main Duties/Responsibilities
* Responsibility for procurement influenced expenditure totaling approx. £15m per annum;
* Line management of 2 procurement specialists;
* Overseeing and enforcing spend controls, including obtaining the necessary exemptions for spend in restricted categories.
* Lead on nominated spend categories (currently travel), to include introduction and roll-out of new contracts on behalf of group, issuing advice to the group, and requesting and collating spend data for returns.
* Developing, implementing and enforcing policies and procedures which optimise value for money and savings opportunities, address sustainability requirements, support Government initiatives (such as utilising collaborative opportunities whenever possible) and follow best practice.
* Ensuring the provision of consistent, sound, pragmatic procurement advice, guidance and support; providing a focal point for liaison with all stakeholders and interested parties on procurement matters and coordinating the provision of all procurement related information and returns.
* Monitoring all procurement activity, endorsing procurement strategies for individual procurements and ensuring that suitable procedures are adopted for competitions undertaken and that sound contracts are let; ensuring that all contractual activity is fully compliant with all applicable legal, regulatory and policy requirements, avoids impropriety and takes into account sustainability and other relevant issues;
* Ensuring provision of accurate records and management information which meet all relevant audit and financial criteria, along with complimentary systems to monitor progress on all procurements;

Outputs/Deliverables to be achieved
* Provide Procurement advice to the business as required.
* Participate as a member of Project Teams (to include IT, FM and security projects).
* Oversight and sign off of monthly and ad-hoc spend reports to fixed deadlines.
* Management of the Procurement Team (2 direct reports at present)

Skills/Experience Required
* Substantial practical procurement experience (preferably in a public sector environment).
* Experience of Public Procurement policy and legislation.
* Experience in use of Microsoft Word and Excel.
* Contract and/or Project management experience in a public sector environment.
* Experience of using SAP

Formal Qualifications Required
* Full membership of CIPS (MCIPS) - essential.
* In possession of the CIPS Graduate Diploma in Purchasing and Supply (or recognised equivalent) - desirable
