Procurement Lead and Supplier Manager; Bristol; 6 months; £600/day

The ideal candidate will be managing the tendering process with potential suppliers, ensuring that the company adheres to the appropriate legal standards and best practices which apply to the entire spectrum of purchasing and contracting activities with third parties. Maintaining awareness of legal (national and international), departmental and Governmental policy and regulations. The Procurement Lead and Supplier Manager will be reporting to the Programme Manager - IT Sourcing.

Key Roles & Responsibilities
*Ensures complies with legal, legislative and Government purchasing requirements, including OJEU, throughout the creation and issuing of invitations to tender and receipt and opening of responses.
*Manage key supplier transitions including phase-in/phase-out.
*Continually review the service provided by Suppliers to ensure it meets agreed service levels and all requirements. Use this information to produce reports for stakeholders, and to revise and/or improve the processes and service delivery
*Ensure problems and critical incidents are fully documented ensuring appropriate action is taken to investigate and resolve problems and critical incidents the services
*Promotes and follows best practice with regard to third party information security
*Advises on policy and procedures covering identification of suppliers and issuing of tender documentation.
*Manages the tendering processes for IT Modernisation up to and including the evaluation and acceptance processes.
*Develops and maintains excellent relationships with suppliers and other stakeholders throughout the tendering processes
*Uses knowledge of supplier markets to inform specifications
*Acts as first point of contact when potential tenders require clarifications or other information
*Establish procurement strategy, standards, methods, processes and practices to ensure compliance and purchasing procedures and practices.
*Establish model contracts, including SLAs.

Essential Experience:
*CIPS Foundation Level (4) or higher (Desired)
*Direct experience of managing the tendering process for public sector IT contracts
*Demonstrable knowledge and understanding of current national and international legal standards in regard to purchasing and contracting in the public sector
*A substantial record of successfully delivering project results
*Sound and wide business knowledge of current and emerging purchasing practices
*Sound and wide business knowledge of current and emerging information and communications technologies
*Experienced user of MS Word and Excel

Additional Info:
*Willingness to travel on official business with a need to stay overnight on occasions (Essential)
*Driving licence and willingness to drive on official business if necessary (Desirable)

Security Clearance:
*BPSS (DS) - Baseline Personnel Security Standard (with a Disclosure Scotland)
