My Client is a major Government Organisation, who is looking for an IT Procurement Specialist, with experience of managing IT-focused procurements, ideally within the public sector. They are looking for people who are driven to achieve excellent results, problem solving skills, willing to develop others and themselves and people who can successfully work collaboratively and achieve the best results.

Job Purpose:

To manage the tendering process with potential suppliers, ensuring that the Client adheres to the appropriate legal standards and best practices which apply to the entire spectrum of purchasing and contracting activities with third parties. Maintaining awareness of legal (national and international), departmental and Governmental policy and regulations.

Key Responsibilities:

1. Ensures the Clients complies with legal, legislative and Government purchasing requirements, including OJEU, throughout the creation and issuing of invitations to tender and receipt and opening of responses.
2. Promotes and follows best practice with regard to third party information security.
3. Advises on policy and procedures covering identification of suppliers and issuing of tender documentation.
4. Manages the tendering processes for it's major IT Programme, including the evaluation and acceptance processes.
5. Develops and maintains excellent relationships with suppliers and other stakeholders through the whole tendering processes.
6. Uses knowledge of supplier markets to inform specifications.
7. Acts as first point of contact when potential tenders require clarifications or other information.
8. Research all procurement options: provide advice & guidance for each option
9. Establish procurement strategy, standards, methods, processes and practices to ensure compliance with the Client's purchasing procedures and practices.
10. Establish model contracts, including SLAs.

Essential skills:

*Direct experience of managing the tendering process for public sector IT contracts
*Demonstrable knowledge and understanding of current national and international legal standards in regard to purchasing and contracting in the public sector
*A substantial record of successfully delivering project results
*Sound and wide business knowledge of current and emerging purchasing practices
*Sound and wide business knowledge of current and emerging information and communications technologies
*Experienced user of MS Word and Excel
*Willingness to travel on official business with a need to stay overnight on occasions.
