Procurement Lead

My client is one of the countries largest Infrastructure and Public Services providers in the UK.

They are currently looking for 2 Procurement Leads, ideally based in the Oxford area, however, location is negotiable.

The purpose of the role is to identify procurement needs across all business divisions, analyse procurement data, develop strategy for procurement, sourcing plans and manage the procurement process to establish best value robust contractual master agreements.

Duties include:

- To identify material/service framework requirements from operational needs across all business divisions
- Plan strategy for purchase, identify suppliers, develop sourcing plans. engage and implement procurement strategy
- Work with supply chain to negotiate and obtain the most competitive cost combined with security of supply/service
- Complete contractural documentation with supply chain
- Represent supplier agreements in SAP, enabling the business divisions to place orders
- Manage supplier evaluation process
- Manage supplier review process and communicate with business divisions
- Support the Procurement team and business divisions with sound procurement

Skills and Qualifications:

- A thourough understanding of tendering and purchasing process
- A clear understanding of domestic and European contract law
- Ability to interpret data and analyse, using Excel
- Report writing through MS Word
- Capable of working across scetor business
- A member of or working towards coporate membership of CIPS

Candidates must:

- Have significant procurement experience in the Infrastructure Support Services and Built Environment assest management sectors.
- Have a track record in conducting firm, fair and ethical negotiations with suppliers.
- Be a fully commited team worker who is able to communicate and implement procurement policy and precss throughout the organisation
- Be delivery focused, with the ability to organise, take ownership of problems and ensure effective solutions
- Have experience using SAP or equivalent platform based purchasing systems
