Procurement Lead

Background
We are currently recruiting for a Procurement Lead within Central Government for a 5 month contract based in London. This role is working with central procurement function who are responsible for providing high quality advice on procurement and commercial issues, and for the effective procurement of goods and services to support the delivery of objectives. You will play a key role in leading a complex procurement for our client as part of a central team of procurement professionals. The role requires working closely with senior officials across the organisation on a wide variety of strategic commercial and procurement issues. Main Duties/Responsibilities
* Lead and drive a large and complex procurement - (£35 million per year). The production and execution of efficient and effective procurement strategy. Stakeholder management - senior and diverse. Application of LEAN procurement principles. Drafting invitation to tender documents. To act as a source of procurement and commercial expertise. Promoting procurement policy and best practice ensuring compliance that mitigates risk. Achieving and demonstrating cashable savings from procurement activity. Provide leadership to Procurement Support resources in the team

Skills/Experience Required
You will require the following skills/experience. A thorough understanding of public procurement regulations and processes and experience in advising decision makers on the appropriate procurement routes to be utilised. An ability to construct procurement strategies that lead to commercial outcomes that are effective and reflect the needs of stakeholders, including Procurement Business Partners. Ability to understand complex policies and convert them into invitation to tender documents. Understand and apply LEAN procurement principles. Lead stakeholder discussions and meetings - able to manage senior and diverse stakeholders. Leading on high value, complex and strategically important procurement projects and manage the Procurement Support resources in the team to deliver key outputs. Full Member of the Chartered Institute of Purchasing and Supply (MCIPS) or equivalent (eg MBA). Public sector experience is desirable.. It is imperative that you have commercial knowledge of contracting within the public sector
