Procurement Lead

Spring Technology are currently looking for a Procurement Lead for our Public Sector client based Nationwide.

Key Responsibilities:

- Leadership and operational delivery for complex and strategic procurement projects, working across departments on a wide range of high profile initiatives.
- To engage with key stakeholders to ensure that the objectives are met and that any risks and issues are understood and managed effectively throughout the project duration.
- Working with the team to develop and produce the optimum procurement strategy which maximises value for money for the department. Executing the strategy from early market engagement through the procurement process to executing service delivery options defined in the procurement delivery strategy.
- Managing approvals for the projects including preparation of high quality business cases for presentation at board level.
- Use of the GPS lean procurement process to control and deliver procurements at pace. Establishing key performance metrics and reporting on progress with regular clear communications.

Essential Characteristics:

* A self-starter who is prepared to take a hands-on approach, either working alone or as part of a project team to deliver the procurement project objectives.
* Outstanding stakeholder management, engagement and influencing skills in complex customer and supplier environments.
* Experience of managing complex projects to deliver business objectives. Ability to lead and operate in a complex environment including experience of preparing business cases for board level approval.
* Experience of using a structured approach to identify opportunities and deliver high value, complex contracts for the provision of goods and services, ideally with a working knowledge of EU procurement regulations and up-to-date knowledge of public procurement approach.
* In depth experience of project specific procurement strategy development and planning with sound judgement, ability to challenge, and take a balanced and strategic view.
* Data analysis and reporting skills. Uses appropriate and available information to create a procurement strategy.
* Experience of operating in Matrix teams with an ability to inspire and lead.
* In depth knowledge of the use of category management to design and develop a procurement strategy.
