Procurement Expert - French & English

My client, a leading ATM organisation in Belgium is looking for an external consultant with experience in public procurement to support the Procurement Team in establishing the CORPORATE PROCUREMENT PROCESS.

1) Context:

- The external consultant shall look at the procurement processes internally and seek efficiency through simplification and give advice how to simplify the internal procurement processes..
- The consultant shall support the Procurement team not only in the establishment of the Corporate Procurement Process but also in all the supporting material that feeds the process and the implementation of the process in a workflow using SharePoint.
- The external consultant will work under the supervision of the Head of Procurement and the Head of the Agency Business Execution unit.

2) Experience/Skills required:

- Excellent command of English & French (oral & written)
- 5 years relevant experience
- Experience in providing consultancy for establishment of corporate processes
- Proven experience in multi-stakeholder coordination
- Proven experience of having worked in a multinational environment
- Experience in public procurement processes in international organisations
- Capacity to understand and assess legal documents, like regulations and contracts
- Standard Office Applications (Microsoft)
- Excellent Drafting Skills
- Meticulous, detail oriented and pro-active approach
- Good analytical skills
- Ability to work under pressure and good priority setting to respect strict deadlines
- Good customer and quality focus
- Good interpersonal, communication and persuasion skills
- Knowledge of Oracle Financials
- Knowledge of SharePoint
