Projektbeschreibung

To lead the establishment of a portfolio management approach for Public Service Reform.

This will include:
- taking the outline idea, analysing the requirements of stakeholders, clarifying the strategic requirements and turning it into a business concept which gains strategic support.
- defining the portfolio, confirming the vision, analysing the options and designing the programme infrastructure to deliver, resulting in a business case and strategic commitment.
- outlining how the projects and the other activities within the portfolio will be managed and controlled and creation of Programme and a Benefits Realisation Plans and a Risk Register.

Essential
1. Formal portfolio management knowledge and skills (eg. PO3 or Managing Successful Programmes).
2. Track record in developing and delivering highly complex portfolios/programmes, preferably in a policy environment
3. Experience of change management, working with senior stakeholders
4. Experience of building capacity for portfoilio/programme management in teams/individuals
5. Excellent planning and organisational skills N.B.

This post is not suitable for individuals with project management experience only.

Desirable Skills
1. A strong and confident communicator with good interpersonal skills and ability to adapt;
2. Experience of developing and delivering portfolios/programmes in Scottish Government or the public sector.
