Procurement Business Partner

*Due to the nature of this work Government security clearance of SC will be required and DV clearance would be an advantage*

The Contract and Supply Chain Group (CSCG) of the client provides a professional procurement service that offers efficiency, value and ease of use to our customers and is expert in sourcing, buying and supplier management in the markets vital to the clients delivery to its customers. CSCG provides value added procurement services and commercial advice to the client. It is responsible for the procurement of all goods and services, ensuring compliance with legal and regulatory obligations, including EU procurement legislation, and adoption of procurement best practice.
The Procurement Business Partner role is within the Security and Property Group (SPG) Business Pillar.

The role will provide a professional procurement service within the SPG Business Pillar across a diverse range of Categories which will include Property minor works using NEC3 and occasional Fidic form of contracts, security related products (CCTV, digital radios, access control, UPS, Cabling, Ballistic doors/windows) and General products (building materials, Electrical consumables, tooling), General Manufacturing and Fabrication products and Professional Services ensuring this is in accordance with Treasury (HMT) and EU Regulatory law, policies and procedures in relation to public procurement.

*Minimum 5+ years of Procurement experience.
*Knowledge of Public Procurement procedures.
*Substantial demonstrated experience of public procurement processes, including drafting OJEU Notices, PQQs and ITT documentation.
*Knowledge of e-tender tools (eg Bravo).
*Good communication skills. Ability to identify key stakeholders and implement appropriate communications plan.
*Excellent Customer/Stakeholder engagement skills.
*Good team working abilities.
*Able to demonstrate financial and commercial acumen and recognise need for most economical advantageous offer rather than cheapest price;
*Ability to persuade and influence.
*IT literate in Excel, Word, PowerPoint and Project Management software
*Experience of NEC3 contracts would be advantageous.
*Substantial demonstrated experience of project management and programme management processes.
*Experience of using Oracle applications.
*Degree level qualification.
*MCIPS or training towards.
