Procurement and Contracting Liason Officer

The clients Legal and Commercial workstream wishes to recruit a Subject Matter Expert to support the Head of Procurement in the Security Services Procurement Terrain within a middle eastern country, with an emphasis on both the commercial defence and security sector.

The Liaison Officer will represent the client in the data gathering and understanding of existing security contracting and procurement activities in the country and act as a communications and relationship-building conduit to formulate a blueprint of supply market knowledge and Legacy contractual commitments within Scope.

Specific skills and resource requirements
Experience of interaction and relationship building at senior Government and Commercial Executive level. An existing network of relationships in the defence and security sector. Experience of gathering, collating, managing and reporting commercial information in a complex environment. Knowledge of procurement processes and major contracts administration. Knowledge of the Kuwaiti and Middle East region business environment. Ability to operate alone in complex and remote environments. Excellent written and oral communication skills (preferably English and Arabic). Familiarity with Arab and specifically Kuwaiti culture Trusted sponsors within Kuwaiti senior business and society circles. Ideally the successful candidate will have or will have held in the past SC clearance although this is not a neccessity as it can be applied for.
