Procurement Advisor

Pay Rate: Up to £345 per day
Location: London
Contract Length: 6 months

Description:
To support a programme of work within Managed Service public sector customers to develop and embed improved procurement and/or contract management practices, and working with senior managers to identify emerging commercial issues. Some roles have more of a procurement focus and others contract management depending on priorities for the customer.

The ability to build strong personal working relationships with internal customers at all levels is crucial. They will be expected to provide support to other Managers and engage in wider stakeholder management.

Commercial Specialists are expected to pro-actively draw on their own experience, demonstrating the ability to think laterally and innovatively to support delivery of commercial solutions.

Commercial Specialists may have line management responsibility for a number of staff within their Team. They are expected to demonstrate pro-activity, flexibility and a collaborative attitude to support delivery of an excellent end-to-end procurement services

Essential Experience:
* Previous experience working within procurement in a commercial environment and of carrying out procurement exercises
* Experience of building and managing relationships with customers, and internal stakeholders
* Experience of working in a team or project environment
* Excellent oral and written communication skills with the ability to communicate at a variety of levels
* Able to manage the delivery of multiple activities in parallel, identifying and resolving potential delivery conflicts in advance
* Experience of researching markets, emerging trends and customer requirements
* Excellent IT skills in a Microsoft Windows environment Desirable Skills/Capabilities
* Good understanding of procuring or managing contracts in context of EU regulations
* Experience of designing and delivering commercial or procurement related learning and development activities.
* Experience of project and programme management tools and techniques.

Key Accountabilities:
* Lead and manage multiple commercial and contract management/procurement activities simultaneously, with responsibility for all aspects of the CCS contract management process/sourcing life cycle including requirements capturing, pre-market engagement and contract award
* Support Procurement Managers with the gathering, co-ordination, preparation and delivery of information and ad-hoc reports
* Support Procurement Managers in responding to information requests from Departments eg Freedom of Information/Parliamentary Questions and Management Information
* Deliver the role in line with department Service Level Agreements, CCS processes, central policy and current EU legislation
* Ensure accurate records management throughout the commercial life cycle, in line with good practice/audit requirements
