Principal Systems Engineer

The purpose of this Task Order is to provide technical and programme support to the Air Command and Control System (ACCS) Theatre Missile Defence TMD1 Project in the initiation and maintenance of contract activities.

Position duties:

1.1 During ACCS TMD1 Initial Operating Capability (IOC) Increment 1 Enhancements contract implementation (through 2018):
*Reviewing and analysing contractor deliverables relating to functional requirements, software systems/subsystems, hardware, Commercial Off-the-Shelf (COTS) software, and interfaces.
*Recommending changes to requirements to the Ballistic Missile Defence (BMD) Programme Office (PO).
*Managing change requests and revisions to the schedule baseline;
*Identifying project risks and attending Risk Review Boards;
*Supporting periodic Project Management Reviews;
*Supporting technical meetings with Contractors;
*Supporting Test Events;
*Assistance in the finalization of Contract Data Requirements Lists (CDRLs) and Data Item Descriptions (DIDs);
*Coordination with the BMD PO on technical issues;
*Support coordination with NATO Communications and Information Agency (NCIA) Capability Development on interfaces with the Air Command and Control Information System (AirC2IS);
*Preparation of project documentation to enable efficient migration into the Dynamic Object Oriented Requirement System (DOORS) tool;
*Evaluating industry proposals related to the above areas;
*Supporting pre-contract negotiations with industry.

1.2 During ACCS TMD1 Increment 1 Enhancements contract implementation (through 2018):
*Reviewing and analysing contractor deliverables relating to functional requirements, software systems/subsystems, hardware, COTS software, and interfaces.
*Evaluating changes to functional requirements introduced by the BMD PO and their impact to the ACCS TMD1 programme.
*Recommending changes to requirements to the BMD PO where appropriate;
*Managing change requests and revisions to the schedule baseline;
*Identifying project risks and attending Risk Review Boards;
*Supporting periodic Project Management Reviews;
*Supporting technical meetings with Contractors;
*Supporting liaison with the BMD PO on the specification of BMD planning services;
*Maintaining awareness of related Missile Defence programmes and applying this knowledge to the ACCS TMD1 programme.

Qualification Requirements:

*Possess at least 15 years work experience as a multi-disciplined systems engineer in the design, development and project management of C3I systems;
*Possess a working technical knowledge of existing and planned NATO and national Command and Control (C2) systems, including system integration issues;
*Possess significant work experience in the Ballistic Missile Defence (BMD) environment;
*A university degree in electronic or aerospace engineering or equivalent engineering disciplines from a recognized institution;
*Fluency in written and spoken English;
*Able to independently travel to NATO site locations. No travel to war/high risk areas is planned.
*Must have an active Secret clearance.
