POWER CONSULTANT/POWER DISTRIBUTION SYSTEMS/15 DAYS/TRAVEL/BELGIUM/GREECE/NATO
LOCATION - WORKING FROM HOME BUT TRAVEL REQUIRED
CONTRACT - 15 DAYS
RATE - €450 - 550
Background
NCIA is implementing a project to upgrade static communications sites and part of the upgrade work includes replacement of the sites' medium voltage power distribution system. The system has been specified to offer high levels of availability and maintainability and to include on-site resilience measures such as provision of back-up generators and uninterruptible power supplies. However, maintainability and safety concerns have been identified with the facilities presently being installed at a site in Greece and urgent provision of technical advice by a qualified, competent electrical power systems engineer is required to help verify those concerns and to find suitable solutions to them.
Position Duties/Work Description
The task envisaged is split into 3 phases, as follows:
1.An orientation phase to become familiar with the applicable contractual requirements, the available design documentation and the concerns identified to date. This phase is estimated at two days' duration to include one day meeting with project staff at their facilities in Belgium. The output of this phase will be to provide a detailed set of assessment criteria for the second task phase.
2.An on-site inspection to assess the compliance of the offered facilities against the contractual requirements and against EU and national regulations. The output of this phase will be a report documenting the observations made and providing a detailed appraisal of compliance and identifying recommendations for corrective action, if applicable.
3.A third, optional, phase will be to support the NCIA in meetings with the Contractor. These meetings may be held in the UK, Belgium or Greece as directed by the NCIA.
Qualifications
*Highly familiar and experienced with the design, installation, turnover, operation and maintenance of high-availability, resilient medium voltage power systems (less than 500 Volts) and hold suitable qualifications to establish his competence. A degree in electrical engineering or related field is desirable but not essential.
*Familiar with applicable EU regulations and ideally, familiar with Greek national regulations.
*Fluent in English, both verbally and in writing.
*An ability to speak and read Greek is an advantage but is not essential. Despite the preference for someone familiar with Greek regulations, it is preferable that the engineer is not a Greek resident to ensure complete independence from the company performing the works.
Travel
The task will involve a degree of travel to NCIA locations in Belgium and to sites in Greece; possible travel to other locations as directed by NCIA.
