Our client is looking for a Portfolio Specialist to work in their Scottish Procurement and Commercial Directorate based in Glasgow with some travel to Edinburgh. The contract is initially for 3 months and paying up to £220 Ltd rate. Candidates must be available to start approximately 1st September.

Main Duties:
Strategy Developmentdriving value for money improvement through the provision of market and project analysis and support for the procurement processes. Leading on low to medium value, low/medium risk procurements. Forming User Groups and managing stakeholders where required and facilitating user requirements for medium value, medium risk contracts and assist the Procurement Portfolio Specialist in facilitating stakeholders for high value/risk contracts. Contributing to procurement reviews as required and implementation of innovative procurement strategies based on comprehensive market research and in line with procurement policy and EU regulations. Supplier & Contract Management Gathering, analysing, interpreting and disseminating data and information to facilitate management decisions, planning and performance reporting as well as Co-ordinating spend and savings information. Stakeholder Management Requirement to work effectively with a range of stakeholders and advising on legal, policy and other requirements pertaining to procurement. Continuous Improvement Ensuring continuous improvement of processes and performance is delivered, harnessing technological/procurement innovation to drive down life cycle costs.

Competencies and experience required:
1. Professional/Technical Skills - Procurement - Requires a broad understanding across the procurement competency framework. Competent in leading, project planning and implementing end-to-end procurement process for projects above EU thresholds. Supports customers leading and developing complex specifications and invitation to tender documentation for EU competitions. Understands when and how to negotiate. Capable of effectively sourcing and tendering for a range of commodities and services ensuring delivery of value for money. This includes tender evaluation and processes leading to contract award and debriefing suppliers. Supports customers by establishing contract management processes.

2. Self Management - Track record of delivering value for money through effective procurement and negotiation. Clear understanding of work objectives and priorities. You will develop and implement innovative strategies.

3. Project and Programme Management - The Portfolio Support will be expected to use project management tools and techniques as promoted by the organisation.

4. Analysis and Use of Evidence - You must organise and collate robust information from a variety of sources to support decision making in the procurement section. You will use evidence gained to assess, measure and evaluate projects, engaging with colleagues at appropriate stages of policy development.

Essential Criteria
1. Knowledge and understanding of public procurement.
2. Good communication and relationship management skills.
3. Project Management knowledge and experience.

Desirable Criteria
1. Experience of public procurement and/or supply chain management.
2. Membership of Chartered Institute of Purchasing and Supply.
