A High speed 2 Policy Advisor is required to work as part of the Business Case Team that is responsible for leading the strategic case through rigorous internal approvals processes, delivering briefing and communications materials and managing a small team to produce a document that summarises all the supporting evidence for the HS2 strategic case.

Candidates must be able to demonstrate experience of:
*Working on policy development within the Civil Service at Grade 7 level or above (either as full time employee, contractor or consultant).
*Working effectively with senior officials and Ministers
*Delivering high quality policy documents
*Working at pace and delivering successfully to challenging deadlines
*Managing teams
*Working effectively with a range of stakeholders across different organisations
*The ability to get up to speed quickly on complex issues
*Working with communications and media experts and developing presentations.
*Working policy development in a transport environment

The following skills and experience are essential:
*Excellent analytical skills
*Excellent negotiation skills
*Excellent drafting skills
*Excellent time management and prioritisation skills
*Highly proficient with Microsoft Word

Desirable Skills/Knowledge:
*Knowledge of classic and/or high speed rail policy development
*Excellent PowerPoint skills
