World Leading Global Energy Oil Company has an exciting opportunity for a PMO Analyst/Project Manager to join this HR Transformation Programme.

ABOUT THE ROLE

Looking for a strong PMO with a PM background to be based ideally in The Hague or possibly London, to help with various project admin tasks, resource management, finance management, change and communications. You will be the right hand of the Programme Manager.

ACCOUNTABILITIES

The activities of the PMO are centralized around resource and work planning & control, budget management, change management, reporting, and product quality control. The role also leads a small team of PMO staff supporting the Project Managers, that report to the Lead Project Manager IT, and owns scheduling and assignment of work and ensuring quality. It also requires providing motivation and feedback on performance to the PMO team.

KEY RESPONSIBILITIES:

- Manage the logistics and operations of the project Governance structure. Onboard new team members to the programme. Support the PMs to generate effective reporting and presentation materials.
- Develop and drive standard processes for cost/resource/schedule/risk management across the programme.
- Manage and report on cost tracking and resource projections and PPM updated across the project life cycle.
- Produce project reports and ensure that status reporting is fit for purpose, complete, timely, accurate, and communicated effectively.
- Review, finalise and share LE on quarterly basis for the programme taking into consideration any changes as applicable.
- Analyse, capture and track risks and issues. Advise the PM on mitigation measures. Maintain and track change requests.
- Prepare meeting materials and facilitate Programme Management Meetings including Minutes of meeting (eg PMT meetings, Weekly Status reports, Programme Mailers, DRB Dashboards etc.)
- Examine project documentation/data for completeness and accuracy.
- Manage and run Scrum of Scrums and the related activities such as Sprint Planning, weekly review & checks, Sprint Demo and Retrospectives. Manage the Agile tool (VSTS) used for the programme with respect to accesses and current status of work therein.
- Facilitate weekly Huddle with IT PMT. Facilitate project meetings and track minutes such as decisions, risks and actions.
- Coordinate mandatory reviews and audits on schedule and according to procedure. Track resultant recommendations and actions necessary to address shortcomings.
- Proactively ensure project Assurance compliance.
- Coordinate with HR PMO team and support in cross workstream communication and collaboration.
- Engage and closely collaborate with senior HR stakeholders as a bridging role between HR and IT.

SKILLS REQUIRED:

- Understand the Project Delivery Framework (PDF) and how to apply both Waterfall and Agile project delivery methodologies within the framework.
- Understand the key elements required to set up an IT project and work closely with the project managers and other parties to ensure smooth set up in terms of project organization and governance.
- Highly organized, strong analytical abilities and attention to data quality.
- Understand estimation and contingency management techniques and best practices
- 10 years of experience in IT with experience in IT project delivery
- Min. 2 years of experience with Agile delivery (preferably CSM certified)

This needs combining with a positive attitude and an ability to work within a large, globally dispersed project team in a multi-cultural environment. You also need to be a self-starter, a logical thinker and a quick learner, with strong initiative and excellent communication, interpersonal and presentation skills, able to write clearly and concisely.
