PLANNER/SCHEDULER - CONTRACT - HAMPSHIRE - £35 - £45 P/H

The Planning, Scheduling and Risk Management Specialist will report to the Programme Office Manager and will be part of a multi-skilled group of professionals and support staff providing Matrix support services to Operational Programme Managers on a number of programmes in all phases of the life cycle. This person will be able to effectively conceptualise, strategise, anticipate threats and opportunities, plan, organise, implement and communicate. This is a key supporting role requiring domain knowledge and good judgement across the whole range of programme management activities.

KEY RESPONSIBILITIES:

- Applying the best practise to deliver capability in Planning and Schedule Management and Risk and Opportunity Management.
- Organise an efficient structure of programme reviews covering Risk and Schedule to provide timely reports to Programme Managers, executive management and the customer as appropriate.
- Provide expert usage of tools such as MS Project, Delktek Welcome Home, MS Visio, ROADS, EDMS and BMS and their associated processes.
- Demonstrate value add and enthusiasm to the Programme Managers in the support to their programmes.
- Be responsible for the continuing compliance to internal and external processes and regulatory requirements.
- Provide cohesive and logical programme schedules suitable for planning, prioritising and monitoring the team's workload and for establishing the schedules baseline, suppliers and customer activities, dependencies, deliverables and milestones.
- Be responsible for the maintenance of the programme Integrated Master Plan (IMP) and ensuring traceability between Statement of Work, Work Breakdown Structure, Contract Data Requirement Lists (CDRLs) and the Integrated Master Schedule (IMS) is held within the IMP
- Provide Deltek Cobra development & maintenance, including:
- Loading schedule baseline, Uploading Earned Value data on monthly basis
- Ensure Performance Measurement Baseline is correctly maintained
- Earned Value planning, development & maintenance
- Be able to provide Detailed Return To Green (RTG) plans covering all disciplines
- Identify the fundamental issues and conducting Kick Off meetings with core team members
- Detailed re-planning activities with key individuals and generating/proposing solutions using personal knowledge of subject and availability of resources
- Brief management on progress and advising on action/support that is needed
- Comprehensive reports detailing changes and proposed solutions (including all technical content)
- High level management diagrams illustrating deviations to the baseline and how programme impacts have been minimised
- Communicate changes to Work Package Managers (WPMs)/Control Account Managers (CAMs) and implementing them via the agreed process
- Assist the Master Planner with the following:
- Monthly IMS delivery, Monte Carlo Analysis on IMS, General schedule queries
- Monthly Critical Path Analysis
- Areas of concern within the IMS that need mitigation action to protect the CP's
- Work with the CAM's affected to develop the mitigation plans
- Monitor and report against those mitigation actions
- Ensuring the schedules team maintain the Programme Business Rhythm
- Deputise for the Master Planner on an as required basis
- Annual Comprehensive EAC activity
- Provide support to the Risk and Opportunity Manager on an as required basis
- Identifying, quantifying, tracking and reporting of risks and opportunities and their associated mitigation/capture plans within the IMS.
- Assist in the development, documenting, execution, monitoring and improvement of department processes to ensure economic, rapid responses to existing and new customer requirements.
- Work with Programme and Proposal Managers in support of proposal preparation and new business capture.

SKILLS/EXPERIENCE:

ESSENTIAL SKILLS:

- Be an expert user of MS Project with experience of complex systems integration programmes
- Be a proficient user of MS Visio.
- Be a proficient user of the Risk/Opp Tool Set applying the software application and using its various reports for status.
- Have a "can do" attitude with the ability to be energetic and enthusiastic at all times.
- Practice good ethics during every day work.
- Able to inspire the Programme Office staff through lateral thinking and professional competence.
- Able to develop, or facilitate the development of, solutions to complex problems which require the regular use of ingenuity and innovation.
- Good oral and written communication skills.
- Experience of working with enterprise management systems and tailoring of processes.
- Confident self-starter capable of handling enquiries and problems without appreciable direction.

DESIRABLE SKILLS:

- A good listener and quick to gain an appreciation of the problem.
- Able to respect sensitivities when developing solutions with the team.
