Projektbeschreibung

Seeking a contingent Project Manager to support multiple engineering and construction projects by managing the development, design and construction of large and small building renovation projects as required in support of business goals and objectives.

SPECIFIC JOB REQUIREMENTS AND RESPONSIBILITIES ARE:

1. Project Management, Field Leadership and Oversight:

- Provide direct project management services on major and minor facilities projects including design, construction and contract administration. Assume responsibility for project execution, including coordination of technical, financial, and contracted resources toward achievement of stated goals.
- Incorporate supervisory, established project management, and technical skills with the ability to communicate, plan, and organize effectively with the project team.
- Display an established ability to manage a variety of projects at one time and bring them to completion on time, under budget, and safely.
- Provide direction towards solution of technical problems. Identify core issues, evaluate options, and implement the use of technology and methods to improve Facilities and Operations.
- Lead design and construction teams during project scope development, design, construction, commissioning, start-up, and occupancy activities. Perform constructability reviews.
- Assume responsibility for satisfying leadership and customer expectations through effective design solutions and construction methods on all projects assigned.
- Provide direction to staff for various facilities/equipment related project issues, including life safety, value management, environmental, risk management, project auditing, health safety, legal and operations maintenance.
- Provide direction required for compliance with State and Local Building Codes, Department of Environmental Protection, USDA, FDA, and OSHA regulations on construction projects assigned.
- Provide direction for preparation of documents and submission of applications for all building permits required to execute construction for all projects assigned. Correspond with and influence City and State building officials to resolve any zoning, building code, and life safety issues.
- Develop a contract strategy for each project, outlining the most efficient and effective way to contractually bundle the project scope.
- Lead the project procurement effort. Establish an approved bid list, generate Requests for Proposals, lead the review and evaluation of proposals from designers, construction contractors, and construction management companies and recommend the best qualified company/companies to provide services for the projects assigned.
- Provide direction for scheduling and logistics plans and assume responsibility for the timely and efficient completion and close-out of projects for all construction projects assigned. Track and monitor approved schedules, completing monthly updates of all projects.
- Ensure that proper safety plans have been implemented for all projects.
- Oversee construction activity including leading weekly project meetings, assuring safety and quality of all work performed, and ensuring no operational impact to research.
- Develop and recommend long and short range plans for improving and expanding discovery and development laboratory facilities, infrastructure facilities, and administration/office facilities.
- Assist/Participate in team activities, including project guidelines, etc.
- Act as the primary point of contact for engineering and construction contractors and subcontractors.
- Provide general technical and administrative oversight of all field related activities. Collaborate with designers to propose and develop practical, cost-effective solutions.
- Investigate field conditions/issues and discovery items, develop proposed solutions for same, and/or coordinate responses with all involved parties.
- Support the timely screening, generation, resolution, and execution of all Requests for Information.
- Review and comment on shop drawings, and recommend approval/revision/rejection.
- Coordinate the generation and release of required Daily Work permits.
- Distribute, coordinate, enforce and monitor all site safety and security regulations
- Monitor design and installation quality; contribute to design development discussions with industry best practices and lessons learned from prior project experience.
- Investigate any concerns and provide timely responses to project team members on status, progress and estimated/actual completion.
- Spend considerable time on the job site to review work scope, report on progress and address field issues as they arise. Ensure that all contractors are adhering to approved construction drawings.
- Develop internal requests for funding based on preliminary scope, design, execution plan, and related documentation.
- Lead and/or support the project close-out process
- Ensure that all contractors maintain up to date documentation throughout the project, and work with designers to incorporate changes on as built documents.
- Ensure the adherence to construction schedules and construction budgets.
- Develop a project-specific site logistics plan
- Interact and collaborate with the EHS safety professional; review and comment on all Job Hazard Safety Analysis submissions, coordinate review & approval with EHS.

2. Communication and Coordination:

- Coordinate project activities with other plant groups, functions and specialists including Power Department, Fire Department, Site Safety and Security, Global Operations, etc.
- Closely interact with all levels of the end-user/customer organization.
- Encourage and interact with clients, as well as develop new business relationships, in support of goals and objectives.
- Lead, participate in, contribute to, and document meetings as required to progress project.
- Demonstrate the ability to liaise constructively with all members of the project team.
- Coordinate and plan activities with all involved and effected parties.

3. Leadership of contracts and activities:

- Will be required to understand what is involved in certain direct purchase scope of work and independently develop Request For Proposal documentation for same.
- Assist in the development of a detailed execution plan and schedule that supports overall project schedule objectives.
- Assist development of the Commissioning and Qualification strategy that supports the overall schedule, if required.
- Develop and generate robust bid packages/requests for proposals, solicit bids with procurement department, de-scope and level bids received, and make recommendations for award.
- Provide tactical management of contracts and contractors.

4. Project controls activities:

- Working with the Program Manager, develop project funding strategies and prepare Capital Project Appropriation requests for funding.
- Develop and manage approved project budgets.
- Develop monthly cost forecasts incorporating committed, actual, and anticipated costs.
- Generate all required purchase orders and Statements of Work using an Ariba-based system.
- Process all requests in a timely fashion and ensure timely close-out of all PO's, including retainage, all waivers of lien, guarantee and warranty costs.
- Compile and present monthly updates to leadership regarding current cost & schedule forecasts, current project status, highlights, trends, and potential problems on assigned projects.
- Assist the Program Manager and/or Workplace Strategist with budget and schedule information for project development or inclusion in yearly budgets.
- Develop, maintain, and update integrated project schedules.
- Support efforts to compress, reduce and streamline overall schedule.
- Contribute to cost and schedule update/forecasting activities.
- Review requested change orders, invoices, and proposals with project controls specialist for accuracy.

SKILLS:

The ideal candidate should have significant large and small project leadership experience in the Pharmaceutical industry, including commercial fit out, office renovations, consolidation projects, utility work (including generators and standby power distribution), and lab design/construction/start up.

- The position requires established influencing abilities, sound judgment and the ability to act effectively with a high degree of independence
- Bachelor of Science Degree in Engineering or equivalent discipline is required
- 8 to 12 years of project engineering and multi-faceted construction experience.
- 3 years experience in a leadership position in an engineering or project management environment.
- Significant experience as part of a large Pharmaceutical organization managing design, construction and start up of small and large projects is beneficial. Experience working at a large Pharmaceutical Research site is also beneficial.
- Ability to supervise and provide direction for project engineering resources.
- Independent use of Microsoft Office products
- Proven interpersonal and communication skills
- Candidate should have the ability to manage multiple trade contractors directly in lieu of using a General Contractor or Construction Manager.
- Ability to develop solutions in field and generate sketches supporting same.
