Performance Manager; London; 9 months; £675/day

My client, a public sector organisation is looking to recruit a Performance Manager in London for 9 months. The Performance Manager will be expected to understand the commercial, financial and economic tensions which surround the delivery of franchise services within the rail industry

The role holder will be responsible for:
*Establishing, designing and managing robust processes and mechanisms with the operator to ensure effective financial settlement of all performance regimes payments
*Understanding and acting on emerging trends in service reliability, performance and quality
*Supporting the Programme team to review solutions to operational matters
*Managing the budget - Monitor, review and provide financial forecasts in relation to the monies flow impact on the Departments forecasts and budgets
*Ensuring the Department engages with the operator and other parties in respect of current and future performance and resilience issues on the Network.
*In order to undertake these tasks the job holder will be required to provide strategic oversight of a number of issues on the network and work with the Operations and Performance Directorate to ensure consistency of approach and ensure that the Department's existing and future contractual regimes with train operators will effectively meet the Department's objectives.

Key tasks and deliverables
*Giving operational advice and input to wider Departmental programmes such as capital investment schemes which affect the franchise
*Dealing with the operator in agreeing and transacting payments, and resolving claims and disputes
*Leading input to the enforcement process in respect of any failure to meet their performance and service quality contractual targets
*Validating, interpreting, and presenting information, and giving advice to senior management
*Ensuring accurate records are kept to provide full audit trails in support performance regime transactions and activities
*Providing advice and briefing for Ministers or senior officials on a number of issues on the network.

Experience Required

Essential criteria:
*Strong problem solving and process creation abilities
*Strong contract management background
*Must be capable of developing and maintaining effective working relationships, even when conveying unwelcome messages

Desirable:
*Experience in managing people and workflows in order to provide a high quality service
*Experience of working in the civil service and with ministers
*Good understanding of the practical operation of performance and quality regimes and the regulatory environment that these work within.

*BPSS (DS) - Baseline Personnel Security Standard (with a Disclosure Scotland)
