ITrent Payroll/Pensions Manager needed to manage and develop an integrated HR/Payroll system, preferably in a large complex organisation. You will also have strong technical knowledge that can be applied to advise on and implement new and existing payroll and pension's legislation and experience of managing teams to deliver high levels of performance.

- Implement a solution based approach to conflicting priorities to ensure that short term and long term objectives are met.
- Champion the development of a positive, pro-active, engaging and performance led culture
- Responsible for ensuring that the business has access to competent HR advice and support
- Support the management and delivery of the HR service in line with key priorities as defined in the Service Business and Best People Plans
- Lead and contribute to the development of appropriate policies, procedures and processes that meet local and national terms and conditions of employment and legislative requirements including key stakeholder consultation
- Act as an ambassador for the HR Function and identify where HR can add value by influencing and delivering customer requirements effectively
- Lead HR priorities to ensure successful service delivery
- Develop key performance indicators and benchmark against external comparators and report on a regular basis to senior managers
- Set and be responsible for ensuring that team members are operating to the required quality and performance standards and in pursuit of the strategic goals set by senior management
- Work effectively with a number of key stakeholders including Trade Unions, partners and external bodies to develop partnership working with positive outcomes
- Proactively manage change initiatives as directed by the (HR) Leadership team
- Develop a centre of expertise and support for all HR matters amongst HR team managers and ensure appropriate mechanisms are in place to review lessons learnt and appropriate actions are taken to implement identified improvements
- Establish appropriate systems to gather, manipulate and present meaningful HR data that is useful and used to drive improvements to HR practice
- deliver a robust HR Service within a proportionate risk management framework
- Manage and give leadership and direction to team members, engaging and motivating staff and creating a culture of team work and creativity
- Prepare and present reports to SMT/DMT, Clinics, JCC and other forums - internal and external to the council as required
- Ensure all duties and responsibilities of self and staff are discharged in accordance with the councils constitution and policies including Health & Safety, Equality and Customer Care
- Recruitment, Selection and management of staff in line with Council Policies and Procedures
- Deputise for the HR Leadership team as required
- Undertake such other duties as may be required from time to time, that reasonably fall within the scope and grade of the post

SPECIFIC DUTIES FOR TEAM MANAGER - PAYROLL, PENSIONS AND TRANSACTIONS

- Provide a technical specialist Payroll and Pensions function involving running 22 monthly and 4 weekly payrolls, in liaison with Finance ensuring reconciliation and controls are all accurate and year end activity is up to date, provides financial integrity, and stands up to internal and external scrutiny.
- Be responsible for the management, development and maintenance and testing of the HR system (iTrent) and provide a professional lead in the associated contract and account management
- Manage the provision of a Pensions function, ensuring legislative and financial compliance, and ensure close co-operation with relevant bodies deliver objectives
- Be responsible for the management of a cost effective and competitive, income generating Payroll Bureau Service and lead the service to deliver payroll services to new and existing customers and clients and to actively seek and bid for new business
- Ensure that the Council and its partners and clients remain compliant with regards to Employment Legislation, in particular those relating to Payroll and Pensions
- Manage and account for the proper financial control of the Councils pay bill ( £355m) and manage associated risks and liabilities
- Manage and account for the Payroll Bureau service pay bill (£4.7m) and ensure reconciliation with the external customers
- Responsible for ensuring all payrolls are run in line with agreed timetables, ensuring that adequate Payroll Control and Validation Processes are in place and adhered to and will stand up to scrutiny and regular audits
- Identify, and mitigate any risks associated with the payroll service ensuring robust governance and compliance
